Under limited supervision, provides leadership and direction to subordinate crewmembers in the construction and maintenance of City streets and drainage systems. Participates in construction, repair and maintenance activities. Education: High school graduate or GEDExperience: Two (2) years experience in in light to heavy equipment operationCertifications:
  • CDL
Preferred:
  • South Carolina pesticide applicator certification

  • The City retains the right to determine equivalencies.
  • Any certifications not possessed at hire, must be obtained before the employee is removed from probation in order to continue employment with the City.
Must be physically able to operate a dump truck, tractor, dresser-loader, backhoe, motor grader, carpentry tools, concrete tools, asphalt tools, and numerous other small tools. Must be able to exert in excess of one hundred pounds of force occasionally, and/or in excess of fifty pounds of force frequently, and/or in excess of twenty pounds of force constantly to lift, carry, push, pull or otherwise move objects. Must be able to lift and/or carry weights of ten to one hundred pounds.

ESSENTIAL JOB FUNCTIONS

Supervises daily assigned Heavy Equipment Operator(s), Motor Equipment Operator(s), and Trades Worker(s). Assists superintendent and supervisor with training, instructing, planning and assigning work, maintaining standards, coordinating activities, and recommending transfers/promotions.

Completes and maintains required records to provide for monthly reports and files.

Ensures that equipment is properly maintained to ensure proper operating condition.

Participates in and oversees asphalt repairs including making utility cuts and performing pothole patching.

Performs and supervises the placement of concrete pipe and aluminum pipe, construction of catch basins and repairs, setting of grades for roadway construction and placement of pipe, construction of forms for placement of concrete, and repairing water lines and sewer lines as needed.

Operates a paver, vactor trucks, rubber tire backhoes, track hoe, front-end loader, tractor, asphalt roller, dump truck, and motor grader in the performance of construction and maintenance duties; utilizes various tools such as saws, drillers, hammer, asphalt tools, hand tools, etc.

Performs miscellaneous duties such as laying brick; maintaining streets, shoulders, ditches and signs; repairing curbs, gutters and sidewalks, finishing concrete, painting lines on roads, etc.

Ensures that department safety rules and regulations are adhered to by subordinate crewmembers.

Prepares various records and reports such as daily reports, weekly reports, leave forms, mileage log, vehicle report, time cards, equipment logs, etc.

Receives and reviews complaint forms, construction drawings and work orders.

Installs and maintains traffic control to ensure safe work area.

On call, available 24 hours on a rotating basis.

ADDITIONAL JOB FUNCTIONS

Assists in the counseling and training of departmental personnel; assists in conducting performance appraisals.

Performs other related duties as required.

All employees of the municipality shall learn the emergency operations procedures for their respective department and position and execute these duties fully during times of emergency. This may or may not include assignment to the Emergency Operations Center (EOC).
