Dynamic and results-driven leader with experience in community redevelopment, economic development, and public-private partnerships. Proven track record of revitalizing districts through strategic planning, infrastructure investment, and stakeholder collaboration. Adept at managing CRA budgets, securing grants, and aligning redevelopment initiatives with long-term municipal goals. Skilled in fostering relationships with government officials, developers, business owners, and community organizations to drive sustainable growth and development. Strong background experience in CRA initiatives, policy implementation, urban planning, and compliance, with a deep commitment to enhancing quality of life, increasing property values, and stimulating local economies. Handles day-to-day operations, oversees the CRA and manages annual budget in consultation with the City Manager. The incumbent shall report to the City Manager.
ESSENTIAL JOB FUNCTIONS- Provide strategic leadership and oversight for all Community Redevelopment Agency (CRA) initiatives, programs, and operations.
- Develop and implement long-term redevelopment plans aligned with municipal goals, economic development strategies, and community needs.
- Prepares and manages CRA budgets; identifies and accesses funding sources; maintains relationships with funding sources and administers contractual agreements with other governmental agencies.
- Prepares and manages annual CRA budget and compliance monitoring with F.S. Chapter 163 Part III. Provides oversight and management of Federal/State Grant programs designed to assist with redevelopment goals within the districts.
- Assists with the development of capital projects included in the Community Redevelopment Plan; tracks the economic impact of those projects on redevelopment activities within the CRA.
- Makes public presentations to the CRA Board, City Commission, and other public/private organizations regarding redevelopment, and CRA business, initiatives and serves as a technical adviser to the Community Redevelopment Agency Board (City Commission) and advisory boards.
- Promotes and disseminates information about CRA activities to stakeholders through media, print and social media; attends and conducts various meeting and presentations.
- Supervises clerical staff, consultants, and special projects.
- Acts as a community liaison pertaining to CRA initiated projects.
- Provides comprehensive knowledge of redevelopment programs and financing.
- Negotiates contracts, incentives, developer agreements, and projects.
What's required:(Minimum Requirements)- Bachelor's degree in urban planning, Public Administration, Business Administration, Economic Development, or a related field. Relevant experience can substitute for education on a year-for-year basis.
- Six (6) years of progressively responsible experience in community redevelopment, economic development, urban planning, or public administration.
- Three (3) years of supervisory or management experience.
- Demonstrated experience managing budgets, redevelopment programs, or capital improvement project.
- Experience working with government agencies, boards, or elected officials.
- Possess or be able to obtain a State of Florida driver’s license, with an acceptable driving record, within 30 days of hire.
