The work unit exists to determine, decide, develop and coordinate internal and external communications aligned with CPW’s mission to perpetuate the wildlife natural resources of the state, provide a quality state parks system, and to provide enjoyable and sustainable outdoor recreation opportunities that educate and inspire current and future generations to serve as active stewards of Colorado’s natural resources.


The Branding and Communications Section exists to lead the planning, development, creation, implementationand evaluation of creative methods and communications techniques to efficiently communicate CPW programs, products and activities to local, regional and national publics based upon CPW leadership goals. The work unit is responsible for communicating with the public using the agency website, press releases, social media, regulation brochure publications, mass marketing efforts, video, and Colorado Outdoors Magazine and blog. The work unit is also responsible for pricing, production and distribution of these materials. The work unit is also responsible for overseeing the CPW retail operations, including the online store.

This position serves as the Marketing team supervisor, overseeing a team of six (6) professionals. As the unit manager for the Marketing team, this position is responsible for assigned program activities under the section’s marketing, branding, graphic design, and publications staff. This position is also responsible for the guidance and direction of a dynamic team, ensuring the production of timely and engaging content is implemented through an omni-channel approach. This unit manager and staff help CPW achieve its strategic priorities through developing campaigns that follow the CPW Strategic plan and generate revenue and raise awareness of agency products and programs. This position is responsible for tracking SMART goals and advising the section manager of campaign results. Supervision elements of this position include:


  • Coaching and mentoring a high-functioning team.

  • Assessing and planning assignments and applying appropriate metrics of success

  • Providing the framework for individual performance plans, identifying project-specific and annual goals and regularly working with individuals to review and refine approaches to achieving these goals.


This position recommends, plans, develops, and executes comprehensive strategic marketing campaigns, determining the most cost-effective programs and marketing strategies to reach youth, families, sportspersons and other target audiences to advance CPW's mission. The position manages the agency’s existing brand standards and represents CPW as a trusted marketing partner to outside non-profit organizations and/or other state agencies. The role will provide program and technical support in the areas of procurement, accounting, program budget tracking, and collaborating with the section project manager and project management platforms. This position conducts these duties in full compliance with defined Fiscal rules, policies and procedures. This position and team help promote Colorado’s outdoor culture and ethos and engage the outdoor community in CPW’s mission to conserve Colorado’s natural resources and recreate responsibly.


Develop strategic, cohesive branding and marketing plans for CPW:

The position will regularly inform the section manager and Assistant Director of Information and Education on branding efforts and upcoming sales and marketing campaigns, which must be planned for traditional print and emerging digital opportunities. With the section manager, will manage and maintain budgets for paid marketing and advertising opportunities.

The supervisor will need to work with other branches and sections, particularly Licensing, Reservation and Customer Operations, Registrations, and Retail to analyze data and utilize purchasing system opportunities in planning marketing programs. They will be responsible for sharing planned and final campaign performance and analytics with appropriate stakeholders, with a focus on advancing the agency’s strategic plan goals.


Supervision of staff and team implementation of the agency's strategic plan goals:

As a team supervisor, this position will manage the annual goals and reviews process with direct reports. The position will work with the Branding and Communications section manager to provide support to marketing and branding staff, encouraging development opportunities from defined annual goals and reviews. This person communicates policy, budgets, and operational information to direct staff and answer, or find answers to, questions, requests, and/or concerns from the team. Maintain a connection and a reason to believe with the agency’s strategic goals and annual objectives, working with the team to model the mission and strategy for the team and across the agency. This position also serves as the hiring manager for vacant or new positions in the Marketing unit, responsible for initiating and managing the process from position description and public posting reviews, through resume reviews and interviewing top candidates, to making offers.


Coordinate comprehensive strategic marketing plans with other section work unit supervisors and team:
Working with the Branding and Communications Section Manager and fellow Branding and Communications supervisors, help determine which overarching marketing campaigns should be planned and implemented to meet the goals of the CPW strategic plan across owned, earned, shared, and paid media channels. Work with the section project manager to ensure timely and in-budget delivery of those campaigns.

Manage RFP processes, contracts, projects and vendors:
This position will be responsible for determining which marketing projects require a request for proposal, managing these procurements from RFP through contract execution, and developing the required metrics for selected vendors. For these larger-scale projects, the supervisor will work with the section’s manager and project manager to assemble the appropriate team and be accountable for approving deliverables. The position will also be the lead contact for both traditional and digital advertising proposals from current or new vendors to vet and share as both standalone projects or part of an overall branding and communications campaign.

Experience Only:

Eight (8) years of relevant professional experience in Marketing Account Management, Marketing Account Supervision, Marketing Professional Services, Advertising Management, Digital Marketing Management, Senior Graphic Design, Marketing Program Management or related fields,with at least two (2) years of demonstrated experience leading teams in a supervisory role managing cross-functional creative projects.

Education and Experience:

A combination of related education in Communications, Program Management/Project Management, Marketing and/or relevant professional experience in Marketing Account Management, Marketing Account Supervision, Marketing Professional Services, Advertising Management, Digital Marketing Management, Senior Graphic Design, Marketing Program Management equal to eight (8) years,with at least two (2) years of demonstrated experience leading teams in a supervisory role managing cross-functional creative projects.

Preferred Qualifications
  • Current or former State experience relevant to this position
  • Masters degree in communications, marketing, graphic design, business administration or a related field
  • Current or former Colorado Parks & Wildlife work or volunteer experience
  • Experience working in traditional print media and digital marketing platforms
  • Understanding of print publication cycles and timing
  • Experience in sales and lead generation
  • Understanding of KPIs and common metrics and analytics for successful marketing campaigns
  • Knowledge of parks, wildlife and outdoor recreation topics, issues and interest holders
