The Control Systems Integrator / Network Administrator is responsible for the design, programming, maintenance, and optimization of the Wastewater Treatment Plant’s automation and control systems, as well as oversight of network infrastructure supporting operational technology (OT) and information technology (IT) systems. This position ensures reliable, secure, and efficient performance of wastewater treatment processes through effective integration of industrial controls with plant data networks. It is imperative job duties are performed with respect, integrity, objectivity and in the best interest of the City. All City employees are expected to be honest and truthful at all times.
While this position is under the IT Department, the primary work location is the City Wastewater Treatment Plant.
Essential Responsibilities:Provide support to the Wastewater Treatment Plant in the following areas:
Control Systems Integration
- Design, program, and troubleshoot PLC- and HMI-based control systems for wastewater treatment processes (Allen-Bradley, Siemens, etc.).
- Develop and maintain SCADA systems used for monitoring, control, and data acquisition.
- Perform control system upgrades, modifications, and logic improvements to enhance system reliability and compliance with operational standards.
- Implement and maintain communication between field instrumentation, PLCs, and supervisory systems.
- Provide technical support for instrumentation calibration, motor control centers, and variable frequency drives (VFDs).
Network Administration and IT Coordination
- Manage and maintain the plant’s IT/OT network infrastructure including switches, routers, firewalls, and industrial communication protocols.
- Ensure cybersecurity measures are implemented in accordance with government IT policies and best practices (fire wall management, patching, backups, and antivirus).
- Collaborate with the city/county IT department to coordinate network access, user authentication, and data security.
- Maintain server hardware and software supporting SCADA and reporting systems.
- Support data integration between SCADA, and enterprise databases.
Operations Support & Compliance
- Participate in budget planning and advise on future infrastructure updates.
- Provide on-call support for system failures and process interruptions.
- Maintain detailed documentation including electrical schematics, control logic diagrams, and network architecture maps.
- Assist in development of standard operating procedures related to system controls and cybersecurity.
General Responsibilities:- Support IP cameras and card access systems.
- Administer Mobile Device Management (Cellphone / tablets).
- User administration (including but limited to Microsoft Active Directory and 365 Tenant).
- Provide Help Desk support

- Associate's degree in Electrical Engineering, Control Systems, Industrial Automation, Computer Science, or a related field required.
- Minimum of three (3) years of experience in PLC/SCADA programming and network administration (preferably in municipal or industrial process environments) required.

- Knowledge of plant processes and associated equipment.
- Ability to become proficient with industry standard equipment and platforms such as: Allen-Bradley (RSLogix/Studio 5000), Siemens, Rockwell (Controllogix and MicroLogix),Power Flex drives, Panel views, Factory Talk View Studio MEor similar PLC platforms.
- Ability to become proficient with AutoCAD and HachWIMS
- Familiarity with industrial communication protocols (EtherNet/IP, Modbus, Profibus).
- Hands-on experience with Layer 2/3 networking, virtual servers, and cybersecurity tools.
- Proficiency in Microsoft Office 365 Suite.
- Ability to understand and follow oral or written instructions and the ability to comprehend engineering drawings and specifications, schematics, P&ID’s, shop drawings, and sketches.
- Ability to act, make decisions, and justify action based on rational thought and good judgement.

Work Environment:
This position involves both office and plant environments, including occasional exposure to wastewater treatment areas, electrical panels, and confined spaces.
Employee frequently stands, walks, sits, talks, hears, and reaches with hands and arms. Employee occasionally lifts, bends, stoops, and retrieves files and boxes weighing up to 25-30 pounds. Position requires the operation of office equipment, hand tools, power tools, and requires repetitive hand movement and fine coordination to operate computer equipment. Once qualified, may be placed on an on-call rotation with other maintenance staff to respond (whether virtually or in person) to concerns and be expected to keep Superintendent informed of unusual problems.
