This Position is ONLY Open to Montgomery County Government Employees:

  1. Current Montgomery County Government employees;
  2. Montgomery County employees who was affected by reduction-in-force and currently have RIF priority rights;
  3. Active Montgomery County local fire and rescue department volunteers with at least 50 points under the length of service award program (LOSAP); or
  4. Active Project SEARCH Interns or former Montgomery County Government Customized Employment Public Interns, or Project SEARCH Interns within 24 months of completion of internship.


Please note: The salary range above represents this position’s earning potential. The anticipated hiring range for this position will be $76,742 to $112,741, based on the candidate’s qualifications and experience.

WHO WE ARE LOOKING FOR

The Community Action Agency (CAA) within the Children, Youth, and Families Division of Montgomery County DHHS is the County’s federally designated anti-poverty agency that works to advance social and economic mobility among communities and neighbors through services, partnerships, and advocacy using an equity lens.


CAA is currently seeking a detail-oriented and proactive professional with experience managing multiple projects to manage and overseeing service contracts with community-based organizations.

As a Program Manager for the Community Action Agency, you will be administering and managing multiple county contracts of major scopes and expenditures within the CAA. Duties of this position will include, but are not limited to:


  • Contract preparation, processing, and fiscal monitoring, including oversight of contractor performance.
  • Liaise with contractors regarding quality management expectations and conduct risk assessments related to contractor capacity and service delivery.
  • Provide technical assistance to contractors to ensure effective execution of contracts.
  • Assist with grant writing and the grant application process.
  • Provide budget management support for County and CSBG funds, including ERP transactions, journal and budget entries, review of monthly budget reports, and completion of monthly reconciliations.


This position requires the ability to attend meetings or perform work at locations outside the office.


Work Schedule: Some evening or weekend hours may be required to support community engagement activities, contractor meetings, or program-related events.

Telework: This position may be eligible for limited hybrid telework, up to two days per week after the initial training period.


Experience: Minimum of three years’ professional experience in contract administration and management which includes a combination of contract preparation and processing; and fiscal/budgetary monitoring.


Education: Graduation from an accredited college or university with a bachelor’s degree.


Equivalency: An equivalent combination of education and experience may be substituted.

  • Experience administering and monitoring service contracts, including deliverable tracking and performance oversight.

  • Experience assessing contractor capacity and program risks and coordinating corrective action.
  • Experience managing multiple projects simultaneously and meeting deadlines in a fast-paced environment.
  • Experience assisting with grant writing or grant applications for public or community-focused programs.
  • Experience coordinating outreach or developing community partnerships to support program goals.
  • Experience applying public-sector procurement or compliance requirements related to contract preparation or processing.
