SSU is currently seeking a highly motivated and detail-oriented Contracts Administrator / IDIQ Manager is responsible for the full lifecycle administration of SSU’s federal contracts portfolio, with primary focus on GSA Schedules, major IDIQ vehicles (e.g., MDA SHIELD and similar DoW/IC IDIQs), Other Transaction Agreements (OTAs), and interfaces with large prime vendor/partner portals. The position ensures that all contract activities are compliant, timely, and aligned with SSU’s growth and operational objectives in the defense industrial base. Duties and Responsibilities: GSA SCHEDULE MANAGEMENT AND COMPLIANCE Lead day‑to‑day administration of SSU’s GSA Schedule(s), including new offers, contract modifications (scope, pricing, terms and conditions), SIN management, and contract extensions. Serve as the primary owner for ensuring ongoing GSA contract compliance, including pricing integrity, commercial sales practices, Basis of Award monitoring, and proper disclosures. Manage required GSA reporting, including sales reporting, Industrial Funding Fee (IFF) remittance, and responses to data calls and audits. IDIQ / GWAC / BPA VEHICLE MANAGEMENT Manage the full lifecycle of assigned IDIQ/GWAC/BPA vehicles (e.g., MDA SHIELD and similar multi‑award contracts) from award/on‑ramp through task order closeout. Maintain and interpret ordering guides, contract ceilings, CLIN structures, and contract‑specific rules/procedures for task order competitions. Track task order pipelines, awards, funding levels, and key milestones, providing visibility to leadership and program managers. OTA AND SPECIALIZED AGREEMENT ADMINISTRATION Administer Other Transaction Agreements (OTAs) and OTA‑based projects where SSU participates as prime or subcontractor. Monitor OTA deliverables, milestones, modifications, and closeout documentation. PRIME PARTNER / VENDOR PORTAL MANAGEMENT Serve as the contracts focal point for large‑prime vendor/partner portals and IDIQ management systems. Oversee registration, profile maintenance, and qualification/compliance data within partner portals. Monitor portals for relevant opportunities, coordinate with BD on opportunity vetting, and ensure opportunity/response data is accurate and current. PROPOSAL AND TASK ORDER SUPPORT Support proposal efforts for task orders under GSA, SHIELD, and other IDIQ/OTA vehicles, including review of solicitations, amendments, and Q&A. Develop and maintain compliance matrices for contract/solicitation requirements and flow down relevant provisions to internal stakeholders and teaming partners. Prepare and/or review contractual sections of proposals, including representations and certifications, exceptions, and contract‑related narratives. CONTRACT ADMINISTRATION AND PERFORMANCE SUPPORT Maintain accurate and complete contract files (electronic and/or physical) to support audits, internal reviews, and CPSR‑readiness. Track key contract dates (options, POP, funding, deliverable due dates) and notify relevant stakeholders in advance. Support program managers on funding, modifications, deliverables, and reporting obligations, ensuring contractual requirements are understood and met. COMPLIANCE WITH REGULATIONS AND COMPANY POLICIES Ensure adherence to applicable regulations, including FAR, DFARS, agency supplements, and GSA rules, as well as SSU’s internal policies and procedures. Support compliance with small business regulations and obligations (e.g., limitations on subcontracting, subcontracting plans when applicable, and related reporting). Coordinate with security, IT, and leadership regarding contract‑driven requirements (e.g., CUI handling, cybersecurity, export control) as needed. COORDINATION WITH FINANCE AND OPERATIONS Coordinate with finance/accounting on funding profiles, billing terms, and invoicing requirements. Provide contract‑related input for pricing, cost/price narratives, and basic cost/price analysis when requested. Support closeout of contracts and task orders by confirming final invoices, deliverables, and administrative actions. Qualifications: Bachelor’s degree in Business, Finance, Public Administration, or a related field; or equivalent directly relevant experience. 5 years of progressive experience in federal contract administration and/or contract management with a defense or federal contractor. Demonstrated, hands‑on experience administering GSA Multiple Award Schedules (e.g., MAS for professional or technical services), including offers, modifications, pricing maintenance, and reporting. Experience managing IDIQ/GWAC/BPA contracts and task orders (preferably DoD, MDA, or IC‑related), including opportunity tracking, award setup, and closeout. Familiarity with Other Transaction Agreements and OTA‑like instruments in a defense or federal R&D/prototyping environment. Solid working knowledge of the FAR, DFARS, common contract types (FFP, T&M/LH, CR, IDIQ), and standard federal procurement practices. Experience supporting proposal efforts for federal contracts, especially IDIQ task orders, including solicitation review and preparation of contract‑related proposal content. Proficiency with common federal and GSA systems (e.g., SAM‑related portals, GSA eMod/GSA Advantage or similar) and strong skills in Microsoft Word and Excel. Strong attention to detail, excellent organization, and the ability to manage multiple priorities and deadlines in a fast‑paced environment. Effective written and verbal communication skills and the ability to collaborate with BD, program managers, executives, and external partners. Preferred Qualifications Experience working with large primes’ vendor/partner portals and IDIQ management platforms. Professional training or certifications related to contract management or GSA Schedules (e.g., NCMA certifications, GSA schedule management programs, or similar). Familiarity with CMMC/NIST 800‑171, export control, and cybersecurity/CUI requirements as they relate to defense contracts.
