Adams County Facilities & Fleet Operations is looking for a Contract Services Coordinator. This position is responsible for the management and coordination of contractual services performed for the Facilities & Fleet Operations Department. The incumbent will partner with management and operations staff to prepare specifications for ongoing or new building maintenance services and provide oversight of contracts for compliance. Contracts include but are not limited to custodial services, pest control services, solid waste/recycling services, elevator maintenance and fire alarm testing/monitoring services at various County facilities. Problem solving, routine service monitoring, and long-term issue resolution is a major responsibility of this position.

This position will work closely with the assigned Contract Specialist in the Budget and Finance department to ensure the accuracy and proper maintenance of both new and existing contracts. Responsibilities include managing various aspects of assigned service contracts, such as developing scopes of work, ensuring contract compliance, overseeing billing and budgeting, conducting site inspections, and supporting quality assurance.

This position supports the goals of the Facilities Maintenance Division, which provides attractive, clean, accessible, safe, and well-maintained facilities for our citizens.   • Monitors Contractual Maintenance Services, including but not limited to custodial services, trash/recycling services, elevator maintenance service, pest control services, fire alarm testing/monitoring services and various other maintenance related services at County facilities.
  • Monitors contracts to ensure compliance; verifies that contractors have provided contracted services, required reports and documentation, reviews contracts and resolves differences in areas of non-compliance and addresses other concerns as necessary; problem solves and negotiates desired outcomes as it relates to contract management.
  • Budgets and monitors service contract expenditures
  • Handles service issues directly with the contractor.
  • Works closely with the purchasing department to prepare specifications/scopes of work.
  • Reviews contractor bids, RFPs, and RFBs and participates in the selection of contractors to perform work.
  • Presents contract service agreements in Public Hearing
  • Conducts frequent and ongoing site inspections to ensure quality assurance.
  • Reviews and approves invoices according to the contractual terms.
  • Assists in budget preparation and administration for the service contract costs.
  • May assist with process and oversight of smaller facility capital improvement projects.
  • Performs related duties and responsibilities as needed.
  • Ability to think independently and work autonomously.
  • Knowledge of the tools, supplies, equipment, methods and materials used in the contractual cleaning and maintenance of public facilities.
  • Knowledge of contracted building maintenance services.
  • Ability to communicate effectively both verbally and in writing.
  • Apply policies as they pertain to County purchasing processes.
  • Research, prepare and analyze data relative to County facilities.
  • Knowledge and proficiency in use of Microsoft Office products.
  • Ability to establish and foster effective working relationships with suppliers, vendors, contractors and fellow employees.
  • Demonstrate a working knowledge of budget process and budget management skills
  • Maintain regular and punctual attendance.

Experience:
  • Three (3) years of professional experience in facilities operations, purchasing, contracting, or a closely related field.
  • Experience with contract maintenance of public facilities, building industry trades, and/or public sector contractor guidelines and methods is preferred.

Education & Training:
  • High school diploma or GED equivalent required.

License and/or Certification: Must possess a valid Colorado driver's license with no restrictions.
