Contract Specialist II - Harborview Construction and Infrastructure Division

The Department of Executive Services is seeking aContract Specialist II (CS II) for the Harborview Construction and Infrastructure Division (HCID). This is a Career Service position that will report to the HCID Procurement and Contracting Program Manager. The successful candidate will be a team player who can provide procurement, contract administration, and management support.We are looking for someone who can work both independently and collaboratively, is creative, adaptive, detail oriented, and enjoys finding solutions to procurement and contracting challenges in a fast-paced environment.

This role will support procurement, contract administration, and contract closeout for the division. Contracts include architectural, engineering, and professional services, goods and services, construction, and alternative public works delivery methods (GC/CM and Design-Build). The candidate will ensure contract documents comply with King County policy and relevant state regulations and will be responsible for managing and mitigating risks inherent in contracting to protect the County's interests. This is a mid-level professional classification that performs highly complex procurement and contracting activities and may direct the work of others.

About Harborview Medical Center

Harborview Medical Center (HMC) is a comprehensive health care facility owned by King County Government, governed by a County-appointed Board of Trustees, and managed by the University of Washington School of Medicine. Its primary mission is to provide high-quality healthcare for the indigent and under-served residents of King County. In serving a five-state region, Harborview is home to the internationally renowned Level I trauma center, and the Medic One Emergency Response Unit, which was established as one of the country's first paramedic response programs. Many of Washington State's emergency medical service technicians are trained at Harborview. The Medical Center combines state-of-the-art emergency medical services with general medicine and specialty clinics, including centers of excellence in burn, neurosciences, ophthalmology, infectious disease, and rehab therapy. Harborview Medical Center is the designated disaster control hospital for the region.

Over the years, Harborview’s medical facilities have expanded and changed to meet the demands of a growing population and progress in the fields of patient care, medicine, and technology. The current campus spans 13 acres and multiple buildings connected by underground tunnels and elevated walkways.

In 2020 the voters of King County approved $1.74 billion in bond funding to support new facilities at Harborview Medical Center. The resulting Harborview Bond Program will build over 1 million square feet of new and renovated spaces. The new facilities will include construction of a new high-rise medical tower and a new behavioral health building. Seismic renovations to the Center Tower and Harborview Hall will increase capacity for supportive services and respite beds. Additional upgrades are designated throughout various facilities, including a full renovation of the Pioneer Square Clinic. The Harborview Bond Program will have an impact on the entire campus, including a new street and helipad access. The work is expected to extend over a minimum of 8 years, and the campus will remain operational 24/7 throughout the duration of the work.

In addition, in 2025, the County began levying a County Hospital Levy property tax to support ongoing operations and major maintenance needs of the campus. The new levy funding has increased the procurement and contracting needs for the Division going forward.


Scope of Job Duties:To be considered for this opportunity, you must demonstrate the skills and ability to:

  • Review requests for the procurement of construction, architectural, engineering and professional services, goods and services, and alternative delivery (GC/CM and Design-Build), and other procurement types as assigned.
  • Analyze requirements of the project and recommend the best method of procurement.
  • Collaborate with project managers to define procurement requirements, including scope of work, evaluation criteria, contract terms, and reference documents.
  • Provide directions and training for project managers and other Division staff in the requirements and regulations concerning the procurement and contracting processes.
  • Perform contract administration using knowledge of best practices, policies, executive orders, King County code, laws, and contract terms and conditions.
  • Analyze and approve project costs including performing post award annual overhead and labor rate reviews, and review and approval of other direct costs.
  • Schedule and facilitate procurement and contract-related meetings with internal and external stakeholders.
  • Participate in evaluation meetings, contract negotiation meetings, pre-proposal/bid conferences, and kick-off meetings.
  • Monitor contract usage, performance, and administration; maintain all pertinent contract files electronically to ensure audit accountability.
  • Review contract documents and invoices to ensure compliance with applicable laws, regulations, contract terms, policies, and procedures.
  • Work with King County’s Procurement and Payables Section to research and draft solicitation and contract documents in accordance with King County policies and procedures and applicable state and federal laws.
  • Prepare all necessary documents for the procurement, contract administration, and vendor selection for consultant and contractor contracts.
  • Compile and manage project data using various software platforms: Microsoft Office Suite products including Teams, SharePoint, Word, Excel, and Project; Adobe Pro; DocuSign; DCMS/DMCS; PRISM, Oracle Unifier and others.
  • Interact closely with agency staff throughout King County, and work with suppliers, consultants and contractors to ensure that county business is conducted openly, inclusively, and provides the best value.

We are looking for candidates who have:

  • Experience with capital project competitive procurement and contracting with an emphasis on county or state government procurement processes.
  • Demonstrated experience performing contract administration for architectural, engineering, professional services, goods and services, and construction contracts.
  • Knowledge of contract law, regulations, procurement methods, industry principles, and best practices, or equivalent experience.
  • Strong communication and interpersonal skills the ability to lead and facilitate cross-functional discussions, resolve conflicts, and find resolutions.
  • Strong attention to detail to ensure accuracy and consistency in contract documents and related work.
  • Demonstrated ability to organize, prioritize and successfully manage time to meet urgent deadlines, adapt to changing priorities, manage multiple tasks, and produce timely and high-quality work products.
  • Experience improving operations, decreasing turnaround times, streamlining work processes, and providing quality customer service.
  • Ability to effectively work with multiple stakeholders and diverse teams and foster strong working relationships.
  • Demonstrated ability to identify and analyze problems, conduct research, troubleshoot, and recommend corrective measures.
  • Experience with e-Procurement, Unifier or other procurement and contract management software.
  • Intermediate level of proficiency in Adobe Acrobat Pro, MS Office Productivity tools including Word, Excel, SharePoint, Teams, DocuSign, and other collaborative online tools.

Work schedule:

The work associated with this position will be performed through remote and onsite work. The successful candidate will be expected to be onsite 3-5 days per week at Harborview Medical Center in Seattle, WA. The frequency of onsite work will vary based on operation and business needs. Employees must reside in Washington State and within a reasonable distance of their King County worksite.
