Montgomery County Department of Transportation (MCDOT) is seeking a Construction Representative III who brings strong oral and written communication skills and demonstrates exceptional attention to detail, organization, timeliness, and reliability. The ideal candidate is self-sufficient, a proactive problem-solver, and able to interpret and convey technical and non-technical information clearly and professionally.

In this role, you will work closely with individuals at all levels—from field personnel to County management, as well as engineers, contractors, inspectors, utility representatives, suppliers, and members of the public. We’re looking for someone who collaborates effectively, builds strong working relationships, and navigates job site issues with professionalism, fairness, and sound judgment.

Because this position serves as the County’s on-site monitor for major Capital Improvement Program projects, the right candidate excels in managing tasks and field activities in a structured, equitable, and solutions-focused manner. You should be comfortable ensuring contractor adherence to plans, specifications, schedules, and regulatory requirements while maintaining cooperative, informative communication across all stakeholders. This includes serving as a frontline communicator with property owners and residents when needed.

Candidates must hold the following certifications at the time of appointment (Starting with DOT) and submit proof of these certifications with their application materials if applicable:

• Soils and Aggregate Technician and Hot Mix Asphalt Field Technician through theMid-Atlantic Region Technician Certification Program (MARTCP).
• Concrete Field-Testing Technician certification by either the American Concrete Institute (ACI) or the National Ready Mixed Concrete Association (NRMCA).

The Division of Transportation Engineering is seeking a Construction Representative for its Transportation Construction Section. Performing work in the office (PSHQ) or in the field as needed on highway construction sites of County Capital Improvement Program (CIP) projects. An Employee in this class is responsible for helping to assure the quality of construction projects by monitoring construction activities for assigned capital improvement projects. These projects include all-new construction, level-of-effort work, and major renovations that must be implemented effectively to meet the intended goal, stay within budget, and remain on time.

Duties include, but are not limited to:

• Responsible for processing consultant and contractor invoices. Tracking construction budgets. Submitting for Federal Reimbursements or other reimbursements.
• Employee studies and familiarizes themselves with the drawings and specifications of construction projects, documents observations, and reviews findings with supervisors, contract writers, or designers.
• Inspects the project site before construction begins to identify and report conditions that may affect the contractor's ability to complete construction as specified.
• Establishes and maintains liaison throughout the construction process with the contractor's field representatives, subcontractors, material suppliers, utility company representatives, etc.
• Daily monitors projects under construction for compliance with code requirements and contract plans and specifications, including the quality control plan, to ensure that all work is performed as prescribed and within specified time requirements, as well as consistent with generally accepted construction practices.
• Performs inspections and prepares, or verifies, documentation required for quality control program.
• Evaluates contractor proposals and advises supervisors of potential problems, cost and time considerations, utility placement and connection, selection and placement of equipment, choice of materials, stormwater management facilities, Americans with Disabilities Act compliance, etc.
• Alerts supervisor of potential for construction claims and recommends ways to avoid cost overruns.
• Prepares daily reports and logs to document project progress and develops a pay estimate at the end of each pay period. Assists in record keeping and preparing documents for review by senior management, the County Attorney’s Office, or other County agencies. May be required to assist and participate, on an as-needed basis, in the review of documents and inspection of construction projects managed by other divisions and County departments.
• Conducts field or laboratory tests of materials (e.g., concrete, soil, aggregate, and hot mix asphalt) to determine compliance with mix designs, job mix formulas, and/or project specifications and requirements.

Experience: Seven (7) years of experience in the construction or inspection of commercial buildings and building electro-mechanical systems or highways/bridges as germane to the functions of the position of assignment.

- If using your Commercial building construction experience must include electrical and mechanical installation or inspection experience, and three (3) years as a construction superintendent, building contractor, clerk of the works, owner's representative, or in a fully comparable position.

- If using your Highway/bridge construction experience must includethree (3) years as a project superintendent, foreman, or comparable position.

Education: Completion of high school or High School Certificate of completion recognized in the State of Maryland.

Equivalency: An equivalent combination of education and experience may be substituted.

License: Possession and maintenance at all times of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence

We will use preferred criteria screening questions:

• Experience with tracking budgets, processing invoices, and submitting for Federal and other reimbursements.
• Experience in documentation of daily construction activities, incidents, and changes for a Capital Improvement Project.
• Experience in verifying the delivery of materials and equipment to construction sites, and coordinates, observes, and reports on required tests (e.g., coring, concrete strength, hot mix asphalt placement, etc.).
• Experience in and appropriate certification for material testing, including soils, aggregate, concrete, and asphalt.
• Experience using database(s) and common or specialized software to report observations, authorize changes, and all other information needed for a fully documented project history, including time extensions, additional work requests, payments, retainage, liquidated damages, and disputes
• Oral and written communication skills.
