Montgomery County Department of Transportation (MCDOT) is seeking a Construction Representative III who brings strong oral and written communication skills and demonstrates exceptional attention to detail, organization, timeliness, and reliability. The ideal candidate is self-sufficient, a proactive problem-solver, and able to interpret and convey technical and non-technical information clearly and professionally.
In this role, you will work closely with individuals at all levels—from field personnel to County management, as well as engineers, contractors, inspectors, utility representatives, suppliers, and members of the public. We’re looking for someone who collaborates effectively, builds strong working relationships, and navigates job site issues with professionalism, fairness, and sound judgment.
Because this position serves as the County’s on-site monitor for major Capital Improvement Program projects, the right candidate excels in managing tasks and field activities in a structured, equitable, and solutions-focused manner. You should be comfortable ensuring contractor adherence to plans, specifications, schedules, and regulatory requirements while maintaining cooperative, informative communication across all stakeholders. This includes serving as a frontline communicator with property owners and residents when needed.
Candidates must hold the following certifications at the time of appointment (Starting with DOT) and submit proof of these certifications with their application materials if applicable:
• Soils and Aggregate Technician and Hot Mix Asphalt Field Technician through theMid-Atlantic Region Technician Certification Program (MARTCP).
• Concrete Field-Testing Technician certification by either the American Concrete Institute (ACI) or the National Ready Mixed Concrete Association (NRMCA).

The Division of Transportation Engineering is seeking a Construction Representative for its Transportation Construction Section. Performing work in the office (PSHQ) or in the field as needed on highway construction sites of County Capital Improvement Program (CIP) projects. An Employee in this class is responsible for helping to assure the quality of construction projects by monitoring construction activities for assigned capital improvement projects. These projects include all-new construction, level-of-effort work, and major renovations that must be implemented effectively to meet the intended goal, stay within budget, and remain on time.
Duties include, but are not limited to:
Experience: Seven (7) years of experience in the construction or inspection of commercial buildings and building electro-mechanical systems or highways/bridges as germane to the functions of the position of assignment.
- If using your Commercial building construction experience must include electrical and mechanical installation or inspection experience, and three (3) years as a construction superintendent, building contractor, clerk of the works, owner's representative, or in a fully comparable position.
- If using your Highway/bridge construction experience must includethree (3) years as a project superintendent, foreman, or comparable position.
Education: Completion of high school or High School Certificate of completion recognized in the State of Maryland.
Equivalency: An equivalent combination of education and experience may be substituted.

Medical Exam Protocol:This position requires successful completion of a pre-employment medical evaluation, which includes a physical examination and drug screening.We will use preferred criteria screening questions:
