Pay Rate: $70-$75hr (relocation assistance offered, no per diem allowance)



Position Overview

Insight Global’s top data center client is seeking an experienced Owner’s Representative (OR) Construction Project Manager to lead large‑scale, mission‑critical data center construction projects from early planning through final deployment. This individual will act as the owner’s primary representative on site, maintaining full accountability for safety, quality, schedule, budget, and execution across one or more builds at a greenfield hyperscale campus.


This role partners closely with internal stakeholders, design teams, general contractors, engineers, and vendors while operating within a complex, matrixed organization. The ideal candidate brings deep construction expertise, a strong owner‑side mindset, and a proven ability to deliver highly technical facilities on time and within budget.


Key Responsibilities

  • Serve as the owner’s on‑site representative for large‑scale data center construction projects from pre‑construction through turnover and deployment
  • Maintain full accountability for safety, quality, cost, schedule, and risk management across multiple concurrent builds
  • Oversee construction execution for hyperscale or mission‑critical facilities, including greenfield campus development
  • Lead coordination with general contractors, trade partners, construction managers, architects, and engineering teams
  • Drive adherence to safety programs, conduct safety audits, and enforce site‑specific safety standards and regulatory compliance
  • Manage budgets ranging from $500M to $1B+, including forecasting, cost controls, change management, and financial reporting
  • Review and approve construction schedules, phasing plans, logistics strategies, and contractor performance
  • Support special research, development, renovations, and facility upgrades within operational environments
  • Gather internal customer and stakeholder requirements and translate them into executable construction solutions
  • Identify, escalate, and resolve high‑impact construction and delivery issues while maintaining aggressive timelines
  • Ensure smooth transition from construction to systems deployment, commissioning, and handoff to operations
  • Communicate status, risks, and milestones clearly to senior leadership and cross‑functional partners



Required Qualifications

  • 5+ years of experience in program or project management within construction or capital projects
  • 5+ years of experience supporting technical teams responsible for data center, mission‑critical, or complex facility construction
  • Direct experience delivering hyperscale data centers or mission‑critical facilities (data centers, oil & gas, power generation, etc.)
  • Proven “dirt‑to‑done” project delivery experience, managing full lifecycle construction from site development through completion
  • Demonstrated experience managing large‑scale capital budgets ($500M – $1B+)
  • Strong construction background with deep understanding of means and methods
  • Experience with safety programs, safety certifications, or formal safety audit execution
  • Ability to operate effectively within a matrix organization and influence diverse stakeholder groups



Preferred Qualifications

  • PMP or equivalent project management certification
  • OSHA 30‑Hour Certification
  • Experience working directly on behalf of owners or developer organizations
  • Familiarity with commissioning, systems integration, and data center deployment phases
