Ghost Factory is hiring a contract Project Manager to lead a sensitive government construction project in Northern Virginia. Ghost Factory holds a subcontract under the prime, with responsibility for delivering the vertical construction scope on the project. The Project Manager is accountable for safety, schedule, cost, quality, and federal compliance from mobilization through closeout.

The Project Manager is the senior representative for Ghost Factory and the day-to-day point of contact for the prime contractor, the federal client, the design team, and the trade contractor base. The role owns project controls, contract administration, and trade coordination, working in close partnership with the Superintendent on field execution and with the home office on cost and schedule.


This is a full-time contract engagement (40 hours/week) running from May 2026 through November 2026. Strong performance may lead to ongoing employment with Ghost Factory.

Reports to the VP of Operations. Based on site in Northern Virginia for the duration of the engagement.


Citizenship and Background Requirements:

  • U.S. citizenship required.
  • Must pass a federal background investigation at the Public Trust level.
  • No active security clearance required at the start of the engagement.
  • Subject to ongoing suitability review for the duration of the project.


Responsibilities:

  • Lead Ghost Factory’s on-site project team and serve as the senior point of contact to the prime contractor.
  • Direct delivery of the vertical construction scope from preconstruction handoff through final closeout, with full accountability for cost, schedule, quality, and safety.
  • Administer the subcontract with the prime, including submittals, RFIs, change orders, pay applications, and contract correspondence.
  • Lead procurement strategy and buyout for trades and long-lead equipment.
  • Manage subcontracts and purchase orders across the structural, envelope, mechanical, electrical, plumbing, finishes, and specialty trades.
  • Direct multi-trade coordination, constructability review, and value engineering throughout the project.
  • Develop and maintain the construction schedule for Ghost Factory’s scope. Lead OAC, coordination, and pull-planning meetings.
  • Coordinate with the prime on permitting, jurisdictional inspections, and regulatory compliance throughout the build.
  • Oversee site access, badging, escort, and visitor logistics for the on-site workforce.
  • Maintain federal-grade project documentation, including daily reports, three-week look-aheads, QC reporting, RFI and submittal logs, and as-builts.
  • Identify, manage, and communicate risk and change throughout the project.
  • Maintain compliance with FAR clauses flowed down through the subcontract, Davis-Bacon prevailing wage requirements, and certified payroll.


Minimal Qualifications:

  • Bachelor’s degree in Construction Management, Engineering, Architecture, or a related field, or equivalent experience.
  • Ten to fifteen or more years leading vertical, multi-trade construction projects.
  • Track record of delivering sensitive, secure, or federal construction projects.
  • Working knowledge of federal contracting frameworks and flow-down requirements.
  • Familiarity with USACE site safety standards and federal quality control programs.
  • Demonstrated ability to coordinate multi-trade execution on complex projects.
  • OSHA 10 minimum. USACE CQM-C or equivalent quality control certification strongly preferred.
  • U.S. citizenship and ability to pass a federal background investigation at the Public Trust level.
  • Proficiency with industry-standard project management platforms, Google Workspace, and Microsoft Office.
  • Strong written and verbal communication, judgment, and organizational discipline.
  • Comfort operating in a fast-moving environment with high personal ownership.


Preferred Skills and Experience:

  • Prior experience on SCIF, GSA, DoD, USACE, or other federal construction projects.
  • Experience operating as a subcontractor to a federal prime while delivering vertical, multi-trade construction.
  • Demonstrated experience self-performing or directly managing structural, mechanical, electrical, plumbing, and specialty trades.
  • PMP or DBIA certification.
  • Active or recently held security clearance.
  • Existing relationships within the Northern Virginia trade contractor and supplier base.
  • LEED AP or equivalent sustainability credential.


Compensation and Engagement:

  • Full-time contract role (40 hours/week).
  • Approximately seven (7) months: May 2026 through November 2026, with potential extension based on project needs.
  • Competitive contract rate commensurate with experience.
  • Per diem, travel, and parking subject to negotiation.
