CONSTRUCTION MANAGEMENT INSPECTION SUPERVISOR - CAPITAL FACILITIES

The Public Works Capital Facilities Division is excited to announce an opportunity for a Construction Management Inspection Supervisorto join our team.

This role is your chance to oversee a wide variety of capital construction projects across county-owned facilities from office buildings to detention facilities to parks and stormwater infrastructure. What You’ll Do, as the Construction Management Inspection Supervisor, you will:

  • Lead and Mentor: Oversee and support inspection staff, review daily reports, and provide technical guidance on construction, contract questions, and field issues.
  • Ensure Quality: Oversee quality assurance for capital construction projects, ensuring work meets contract plans, specifications, and all applicable regulations.
  • Construction Activities: Monitor field work, review inspector documentation, respond to contractor questions (including RFIs), and ensure compliance from project award through closeout.
  • Coordinate and Communicate: Serve as a primary point of contact for contractors, utilities, regulatory agencies, and the public. Lead pre-construction and progress meetings and coordinate project staffing
  • Financial Oversight: Support the Construction Manager with construction budget tracking, review of contractor payments, and negotiation of change orders.
  • Public Engagement: Partner with Public Outreach staff to inform the community about upcoming and ongoing construction and respond to citizen inquiries.


What You Bring:

  • Education:Associate’s degree in construction technology or management (or equivalent experience), and
  • Experience: At least 4 years in construction inspection, code compliance, or plan review (ideally in vertical and horizontal construction, inspection, Mechanical/electrical Plumbing systems (MEP)) , including 2+ years in a lead or supervisory role.
  • Technical Expertise: Strong knowledge of roadway construction and inspection practices.
  • Preferred Experience:Experience using cloud based construction software such as Procore or similar technology..

  • Driving Requirements
    • The successful incumbent must meet the driving requirements of this position and submit a copy of the current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment. The successful incumbent must obtain a valid Washington State Driver's License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as:
      • Category 1: operates County-owned vehicle, and
      • Category 2: Driver may operate a personal vehicle as an essential function for official County business. Any employee using a personal vehicle on official County business shall be required to maintain auto liability insurance, in addition to having a valid driver's license.
  • Report for duty on time and remain at work until the end of their scheduled shift even if an inclement weather event or emergency is declared as an “Essential Employee” under the Public Works Inclement Weather/Emergency Response policy.
