Construction Inspector I, II or III (Building)

Conducts inspections of building construction, erection, repair, addition, or alteration projects that require permitting indicating compliance with building, plumbing, mechanical, electrical, gas, energy, accessibility, and other construction codes as required by state law or county ordinance.

This is a “Mandatory Testing” position that requires Drug Testing.Essential functions are fundamental job duties. They do not include marginal tasks which are also performed but are incidental to the primary functions.   • Reads, interprets plans, specifications and related construction documentation.
  • Inspects and/or tests new, modified or repaired structures to ensure compliance with local and state codes and conformity with approved plans; reads and interprets plans.
  • Inspects residential and/or commercial facilities depending on assignment and license.
  • Provides verbal and/or written instructions, suggestions and recommendations to contractors, property owners and other interested parties regarding changes needed to bring project up to code; explains applicable standards and codes.
  • Checks sources to ensure that work is being completed by persons who are properly licensed.
  • Investigates complaints involving defective installation, violations of codes or illegal practices.
  • Prepares reports of inspections performed covering conditions found, actions taken and recommendations for further action; prepares and submits reports of violations.
  • Performs routine inspections and/or re-inspections as required.
  • Interprets policies and procedures for adherence to and application of the Development Services Center Customer Service Standards as well as other program guidelines as established at the time of employment or modified thereafter.
  • Responds to phone calls.
  • Interacts with the public in an effective and courteous manner.
  • Must demonstrate commitment to our mission, vision, values and goals and represent the County in a professional, dignified manner at all times both in actions and appearance.
  • May have a role in the County's disaster preparation and/or disaster recovery efforts, as designated in the County Comprehensive Emergency Management Plan; may be required to work before, during and/or after an emergency.
  • Must be able to meet minimum attendance standards.
  • Performs related duties as required.

ESSENTIAL PHYSICAL, VISUAL AND COMMUNICATION SKILLS:
The physical requirements are that of medium work and include exerting up to 50 pounds of force occasionally and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. The work requires some physical exertion, such as long periods of standing; walking over rough, uneven or rocky surfaces; climbing of tall ladders; recurring bending, crouching stooping, stretching reaching or similar activities; or recurring lifting of moderately heavy items up to 50 pounds. The work may require specific, but common, physical characteristic and abilities, such as above average agility or dexterity. Required to operate a motor vehicle to visit job sites and conduct inspections.

The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures. Transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes. Requires the ability to differentiate between colors or shades of color.

Requires the expression or exchange of ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to others accurately, loudly or quickly. Requires perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication and to make the discriminations in sound.

ENVIRONMENTAL CONDITIONS:
The work environment involves high risks with exposure to potentially dangerous situations or unusual environmental stress that require a range of safety and other precautions where conditions cannot be controlled and/or is exposed to one or more disagreeable conditions more than 50% of the work time. The worker performs activities inside and outside and is exposed to extreme cold, extreme heat and other weather conditions. The worker is exposed to noise and hazard such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of principles, practices and methods in assigned area of inspection; state law and municipal/county ordinances.

Required to operate a personal computer and related software applications; standard testing devices of construction trade.

Required to read, understand and interpret diagrams, construction plans, specifications, blueprints, Florida Statutes, codes and related documents; recognize faulty construction and hazardous conditions; enforce codes and regulations in a firm, tactful and impartial manner; express ideas effectively both orally and in writing; establish and maintain working relationship with employees, contractors, engineers and public.CONSTRUCTION INSPECTOR I
A four-year high school diploma or its educational equivalent. Supplemented by five (5) years of hands-on construction, code inspection or plans review experience in at least one (1) of the following disciplines: building, electrical, mechanical, plumbing; or up to four (4) years postsecondary or technical education in the field of construction may substitute for experience on a year for year basis, with at least one (1) year of construction, code inspection or plans review experience in the same discipline; or currently holds a standard certificate as issued by the board and satisfactorily completed a code inspector or plans examiner training program of not less than 200 hours in certification category sought. Must be at least 18 years of age.

LICENSURE AND/OR CERTIFICATIONS:
Requires a valid driver license at the date of hire and maintain said license while employed in this position. Must obtain at least one (1) valid State of Floridaprovisionalbuilding, mechanical, electrical or plumbing certificate within six (6) months of hire and valid State of Floridastandardbuilding, mechanical, electrical or plumbing certificate within three (3) years of hire or before the expiration of the provisional certificate, whichever comes first. Must maintain said license while employed in this position as required by Florida law (Chapter 468 F.S.).

CONSTRUCTION INSPECTOR II
A four-year high school diploma or its educational equivalent. Must be at least 18 years of age.

LICENSURE AND/OR CERTIFICATIONS:
Requires a valid driver license at the date of hire and maintain said license while employed in this position. Must possess at least one (1) valid State of Florida Standard Building, Mechanical, Electrical or Plumbing Plans Examiner Certificate and at least one (1) valid State of Florida Standard Building, Mechanical, Electrical or Plumbing Inspector Certificate; or, two (2) valid State of Florida Standard Building, Mechanical, Electrical or Plumbing Inspector Certificates; or, valid State of Florida Standard One and Two Family Dwelling Inspector Certificate. Must maintain said licenses while employed in this position as required by Florida law (Chapter 468 F.S.).

CONSTRUCTION INSPECTOR III
A four-year high school diploma or its educational equivalent. Must be at least 18 years of age.

LICENSURE AND/OR CERTIFICATIONS:
Requires a valid driver license at the date of hire and maintain said license while employed in this position. Must possess a valid State of Florida Standard One and Two Family Dwelling Inspector Certificate, at least one (1) valid State of Florida Standard Building, Mechanical, Electrical or Plumbing Plans Examiner Certificate and at least one (1) valid State of Florida Standard Building, Mechanical, Electrical or Plumbing Inspector Certificate; or, at least two (2) valid State of Florida Standard Building, Mechanical, Electrical or Plumbing Inspector Certificates and at least two (2) valid State of Florida Standard Building, Mechanical, Electrical or Plumbing Plans Examiner Certificate (inspector and plans examiner certificates must be in the same discipline); or, valid State of Florida Standard Building, Mechanical, Electrical and Plumbing Inspector Certificates and at least one (1) valid State of Florida Standard Plans Examiner Certificate. Must maintain said licenses while employed in this position as required by Florida law (Chapter 468 F.S.).
