The Confidential Advocate & Prevention Educator is responsible for providing confidential support to UH Hilo students who may have experienced sex or gender-based discrimination and to create and implement sex and gender-based discrimination prevention educational programming for the UH Hilo campus community.

Duties and Responsibilities

  1. Serves as a confidential student resource for concerns related to sex and gender-based violence and misconduct. Informs students of options to address sex and gender-based discrimination under EP 1.204 and the related procedures under AP 1.204.
  2. Provide crisis response, advocacy, and referrals to student victims of all forms of gender-based violence, including, but not limited to, sexual assault, interpersonal violence, stalking, sexual harassment or other sexual misconduct.
  3. Maximize student safety, retention and success through policy and prevention education and programming.
  4. Design or obtain and implement culturally competent, intersectional prevention and bystander intervention curriculum as needed.
  5. Assess non-academic needs of students and make appropriate on and off campus referrals to meet physical and mental health needs
  6. Support and advocate for student victims throughout the various stages of reporting and adjudicating complaints.
  7. Develop and maintain working relationships with campus partners, key community stakeholders and across the UH System; collaborate on programming as needed.
  8. Assess student needs and work with faculty, employers, advisors, etc., to identify and implement interim measures and/or support services that ensure equal access to educational environment for victims.
  9. Ensure that university, state and federal processes and standards are being upheld.
  10. Collect data and report on aggregate data in order to identify trends, plan for future education and outreach.
  11. Participate in mandatory training on a regular basis as identified by UH leadership.
  12. Evaluate impact of education efforts on campus climate.
  13. Recommend best practices for policies and procedures pertaining to victim services
  14. Serves as a resource to administration, faculty and staff as it pertains to the University's responsibilities regarding prevention and response to sexual and gender-based violence and misconduct.
  15. Other duties as assigned


Minimum Qualifications

  1. Possession of a baccalaureate degree in Social Work, Sociology, Psychology, Gender and/or Women's Studies or related field and 1 year of progressively responsible professional experience with responsibilities for creating and facilitating training and outreach; or any equivalent combination of education and/or professional work experience which provides the necessary education, knowledge, skills and abilities as indicated.
  2. Functional knowledge of principles, practices and techniques in the area of sex and gender-based discrimination demonstrated by knowledge, understanding and ability to apply concepts.
  3. Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with Title IX of the Education Amendments of 1972.
  4. Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the area of sex and gender-based discrimination.
  5. Demonstrated ability to understand oral and written documentation and communicate effectively in a variety of situations.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software.
  8. Ability to identify and respond to the needs of students who have experienced or report sexual misconduct.
  9. Functional knowledge of principles, practices and techniques in victim advocacy, university programming or education.
  10. Demonstrated ability to work independently, manage time and create a personalized and confidential record keeping system.
  11. Demonstrated ability to maintain confidential information.


Desirable Qualifications

  1. Evidence of successful completion of victim advocate training

  2. Demonstrated record of working with diverse populations.

  3. Experience using UH Hilo data tracking systems such as STAR.

  4. Familiarity with equal opportunity principles.

  5. Familiarity with University of Hawaii policies and procedures to respond to sexual misconduct.

  6. Experience implementing prevention education programs.

  7. Awareness of prevention education and victim advocacy best practices in a University setting.

  8. Possession of a Master's Degree in Social Work, Sociology, Psychology, Gender and/or Women's studies or related field.
