Compensation and HRIS Manager


An Overview

As a member of the City of Alexandria Department of Human Resources (DHR) Leadership Team, the Compensation and HRIS Manager is responsible for driving the accurate and effective management of the City’s personnel data and ensuring the City’s classification and compensation program is effective and aligned with the City government's vision, strategy, and goals.


The Opportunity

  • Drive strategy and execution for the HRIS and Classification and Compensation teams in accordance with guidance from Human Resources leadership, using data to assess overall program performance.
  • Lead all classification and compensation operations in alignment with City goals, policies and collective bargaining agreements
  • Advise on the City’s compensation philosophy and conduct comprehensive classification reviews and other analyses to improve the City’s classification and compensation program
  • Direct major initiatives such as reviews of the City’s compensation philosophy and/or classifications and other program improvement efforts. Formulate recommendations for adjustments to compensation plans and/or classifications to ensure competitiveness and internal comparability
  • Conduct salary studies using market data and other data sources
  • Liaise with hiring managers and leadership of other City departments to deliver expert guidance on requirements for personnel processing, organizational design, classification, compensation, and workforce planning
  • Ensure the accurate and timely processing and entry of personnel actions in the City’s HRIS
  • Develop reports and analyses to assess program effectiveness and inform broader organizational decision-making.
  • Oversee the day-to-day administration of the City’s classification, compensation, and HRIS programs with a focus on accuracy, consistency, and high-quality service to City departments.
  • Support compliance with laws, regulations, and collective bargaining requirements by maintaining documented procedures, accurate records, and timely communication of potential risks or required updates.
  • Exemplify management excellence by setting clear expectations, balancing workloads, and fostering a collaborative and service-oriented environment.
  • Partner closely with the Deputy Director of Human Resources to carry out strategic priorities and ensure smooth and reliable program operations.

About the Department

The Human Resources Department is made up of a dedicated team of professionals working to advance the strategic direction of the City government through the recruitment, development, and retention of a high-quality workforce capable of delivering public services in a complex and stimulating community environment. Through thoughtful planning and the diligent execution of work, the Human Resources Department focuses on the critical needs of our dynamic organization and its employees.

To qualify for this position, all candidates should possess at least a bachelor’s degree, as well as:

  • At least five (5) years of professional experience at the level of a senior human resources professional or the equivalent professional level within a public or private organization
  • At least two (2) years of lead and/or supervisory experience
  • Experience in classification and compensation and/or HRIS administration and operations
  • Knowledge of relevant state, local, and federal policies and regulations
  • Ability to organize, plan, and review the work of others
  • Experience providing professional support and guidance to line and departmental managers
Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities may be substituted for the experience qualifications above.

To be considered as an ideal candidate, one must also possess a master’s degree in human resources management, public administration, business administration or a related field, as well as:

  • Expert knowledge of human resources administration in the public sector, including relevant state, local, and federal regulations and employment law
  • Demonstrated ability to effectively communicate with key stakeholders
  • Experience developing and writing policies and procedures and complex reports and using data to assess the quality and effectiveness of programs
  • Knowledge of and experience in performing human resource functions in Tyler Munis ERP
