Community Resource Program Specialist – LSR Site Coordinator
This position serves as the Lead Safe Roanoke (LSR) Site Coordinator, providing quality control services and job site coordination to properties enrolled in Lead Safe Roanoke. The position is grant funded through HUD’s Office of Lead Hazard Control and Healthy Homes Lead Hazard Reduction Grant. The program’s goal is to reduce lead poisoning in children by stabilizing lead base paint hazards founds in rental and single-family homes built in the City of Roanoke prior to 1978. This position will perform routine administrative and technical work functions related to grants management that requires interpretation, judgement and determining appropriate processes to be used. Responsibilities include coordination with program vendors, including lead abatement contractors, lead risk assessors, and homeowners; on-site monitoring of lead abatement work to ensure quality work that lead safe practices are followed; organize project plan to include site-specific updates for lead hazard reduction and healthy homes services; works in conjunction with LSR Program Manager to meet grant objectives.
Requires highly organized work process and attention to detail, ability to work independently as well as in team environment, flexible and strong work ethic. Has degree or equivalent from college with course work in building construction or appraisal of residential and complex commercial/industrial properties, or a related field, 3-5 years experience in construction, building, maintenance code, building inspection, and/or housing rehabilitation or equivalent combination of education and experience. Prior experience working with federal grant programs, affordable housing, mortgage services, human services, or community development preferred. Must complete the Lead Inspector and Risk Assessor and Lead Abatement Supervisor courses immediately upon hire.

SUMMARY

Performs technical work involving planning and monitoring of financial programs in support of the Community Resources Team.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Monitors HUD assisted programs including reviewing activities to determine compliance with programmatic and financial terms and conditions of agreements and applicable federal, state, and local laws, regulations and other requirements.
Develops and administers financial agreements and processes agency payments for satisfactory performance
Assists with HUD reporting, including data entry and funds draw downs, using HUD on-line system, and assisting with the production of the annual report and other reports to HUD
Assists in preparing the City's 5-year Consolidated Plan, HUD's Annual Update and HUD's Consolidated Annual Performance Evaluation Report (CAPER)
Administers and monitors Down Payment Program; including preparing and recording of legal documents
Administers and monitors Neighborhood Development Mini-Grants in conjunction with Neighborhood Services Records beneficiary and financial information in Integrated Disbursement and Information System (IDIS).
Processes HUD environmental and historical reviews, including routing work write ups and surveys to appropriate city staff reviewers and/or consultants and recording and tracking work progress using standard logs
Provides routine administrative and technical work functions related to grants management that requires interpretation, judgment, and determining appropriate processes to be used
Assists in the development and coordination of presentations to various groups to educate and inform of guidelines, regulations and best practices of managing HUD funded activities.
Provides guidance and assistance to supporting personnel assigned to administering HUD funded activities.
Prepare legal documents
Responsible for creating, modifying and canceling contracts in contract database
Assists with special projects and events as requested
