This recruitment will establish an open eligible list that will be used to fill current and future Community Program Specialist positions. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

THE DEPARTMENT
TheCounty of Orange,Registrar of Voters, a nationally recognized and award-winning agency, is responsible for conducting elections, verifying petitions, and maintaining voter records in the County of Orange, the fifth largest voting jurisdiction in the United States with 1.9 million active registered voters. The department receives funding from the County's General Fund and periodic reimbursement from the federal government, the State of California, and local jurisdictions. The Registrar of Voters' staff includes 54 full-time employees and numerous extra-help employees who support various election-related positions representing the broad spectrum of Orange County's population. The department is responsible for all components of election management.

THE OPPORTUNITY
The County of Orange, Registrar of Voters conducts proactive outreach programs in Chinese, Korean, Vietnamese, and Spanish as mandated by the U.S. Voting Rights Act. This includes translating/proofreading election materials, providing language assistance to voters, voter education, and serving as an on-going liaison with language-based community organizations and media. This position works with the Spanish speaking population of Orange County.

The responsibilities of the Community Program Specialist (Bilingual Spanish) will include, but are not limited to, the following:

Planning, developing, and implementing informational campaign and strategies to gain public participation and supporting voter registration and election participation within the Spanish Speaking community of Orange County
Translating election materials into Spanish
Proofreading election materials translated into Spanish by outside translation agencies
Write press releases for Spanish language press publications
Providing language assistance support services to Vote Centers via video conferencing, chat, over the phone and through the development of all Voter Center language assistance materials
Participating in the official cavass of election results
Assisting in the process of drafting, developing, translating and updating Outreach reports, such as the Election Administration Plan
Conduct outreach to the Spanish language community through special events, personal contacts, media interviews and public speaking engagements throughout the community
Active participant in High School voter education events throughout Orange County
Train and assist in the supervision of Extra Help staff assigned to help with translations & proofing

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will have at least three (3) years of direct experience providing translation services specifically in Spanish within a community, public sector or non-profit organization. The ideal candidate will also possess or have the ability and skills to obtain a Certification in Spanish translation via American Association of Language Specialists, Court, or American Translators Association.

The ideal candidate will have experience in the following competencies:

TECHNICAL KNOWLEDGE | TECHNICAL SKILLS

Understanding of programs and services within the Registrar of Voters
Utilizing Adobe Photoshop, Illustrator, InDesign, and Acrobat for advertising, copywriting, layouts, graphic designs and printing methods
Planning, developing, organizing and coordinating public information, recognition programs and public events
Utilizing software programs such as Microsoft Office Suite (Word, Excel, PowerPoint, Outlook and Access) to complete office tasks

CUSTOMER SERVICE | RELATIONSHIP BUILDING

Establishing and maintaining effective working relationships with a wide variety of individuals within and outside the agency
Exercising good judgement in answering questions and releasing information
Securing cooperation from representatives of varying community organization

COMMUNICATION |ORAL & WRITTEN SKILLS

Planning, developing and delivering persuasive presentations designed to motivate and stimulate support of agency programs at public speaking engagements
Presenting and collaborating effectively with a wide range of community stakeholders
Collecting, organizing, analyzing and presenting data and information

LICENSE REQUIREMENT
Possession of a California Class C Driver License and a clean driving record while employed in this classification is required by the date of appointment.

RECRUITMENT PROCESS
Human Resource Services (HRS) will screen all application materials to identify qualified applicants. After screening, qualified applicants will be referred to the next step and notified of all further procedures applicable to their status in the competition.

Online Assessment(s) (Un-proctored, 100% Weighted)
Applicants who meet desirable qualifications will be invited to participate in one or more job related assessments. Applicants will be notified of their test date and access code, if applicable. Only the most successful candidates will be placed on the eligible list.

Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.

Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedures.
