Open Until FilledGENERAL DESCRIPTION: The Wyoming Department of Health (WDH), Division of Healthcare Financing (Division) is seeking a Communications and Outreach Coordinator. This position serves as the Division’s central communications facilitator for inquiries and complaints received from the Director’s Office, Governor’s Office, and Congressional Offices, and processes Public Records Requests. This position provides training and educational support to Medicaid Staff, Members, and Providers through the development and facilitation of training and materials by collaborating with Division subject matter experts. This role is integral to the Division's provider recruitment and retention initiatives, serving as the primary point of contact for outreach and leading strategic outreach efforts.
This position is an At-Will Employment Contract (AWEC) and includes a single Health Insurance plan. This position pays for actual hours worked and is limited to 40 hours per week. The position does not include paid vacation time, paid sick time, paid holidays, family health insurance, State retirement contributions, or other benefits. These items are not negotiable by the hiring manager.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.
Division Communications:
- Maintain and update administrative elements of the Division's public-facing and internal web pages.
- Disseminate essential Division communications, including newsletters and leadership meeting minutes.
- Coordinate mandatory public and tribal notifications for proposed policy revisions, such as State Plan Amendments and State Rules.
- Manage the response to and retrieval of documentation for Public Record Requests.
- Review, process, and facilitate comprehensive responses to constituent inquiries and formal complaints.
- Examine and distribute all incoming general inquiries and electronically processed facsimile transmissions through the communications. Respond to general requests for information.
Staff, Provider, and Member Training/Education:
- Coordinates and facilitates the quarterly onboarding training for new employees.
- Ensures employee compliance with HIPAA and other mandatory training requirements.
- Develops and disseminates educational resources for Medicaid members and providers, ensuring subject matter expert oversight regarding existing, modified, or new policies and programs.
- Identifies training requirements within the Division and designs and conducts new training programs and materials.
- Identifies and promotes professional development opportunities for Division personnel.
Medicaid Provider Outreach, Recruitment, and Retention:
- Develops and disseminates provider recruitment materials under the guidance of Division subject matter experts (SMEs).
- Attends conferences and outreach events to staff booths and displays for provider recruitment and education
- Presents high-level information regarding provider enrollment and directs providers to appropriate subject matter experts when necessary.
- Works with SMEs to identify communication and outreach strategies to address obstacles to provider recruitment and opportunities.
- Works with SMEs to identify concerns and factors contributing to provider attrition and develops communications and outreach strategies for retention.
PREFERENCES:Preference given to candidates with a bachelor's degree in communications, public relations, marketing, or a related field.
Preference given to candidates with experience in graphic design, publications, website maintenance, and other forms of multimedia.
Preference given to candidates with 1-3 years of experience in communications, public relations, marketing, or a related field.
Preference given to candidates with working knowledge of Adobe Suite (Pro) as well as the Google Products Suite (e.g., Sheets, Sites)
KNOWLEDGE:- Knowledge of, and interest in, public communications, formal correspondence, and customer service.
- Knowledge of, and interest in, presentation development, outreach and education strategies, and public relations
- Intermediate to expert computer knowledge, including Microsoft Office and Google products
- Ability to work in teams.

PHYSICAL WORKING CONDITIONS:
- The employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
