REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Individuals applying for an O-3 billet / GS equivalent are a new graduate or have 2 years or less of clinical experience post-graduation with a Master or Doctorate degree in a clinical profession. Upgrade to O-4 is dependent upon adequate performance. Individuals applying for O-4 / GS equivalent have more than 2 years of clinical experience post-graduation with a Masters or Doctorate degree in a clinical profession. Must have and maintain an unrestricted medical or clinical license in any State, the District of Columbia or territory of the United States. Minimum of five years clinical experience and two years leading a training program in a healthcare system or detention setting. Continuing education requirements must be met as required for licensing and board certification maintenance. Ability to plan and organize own workload and travel schedule. Flexibility and adaptability to sudden changes in schedules and work requirements. Excellent verbal and written communication skills. Proficiency using Microsoft Office applications and other presentation applications. Maintains basic readiness status including CPR/BLS certification Ability to obtain and maintain BLS Instructor Certification as warranted. Demonstrates a customer service focus in interpersonal interactions. Ability to communicate orally and in writing at a level tailored to the respective audience including developing professional documents and course curricula. Project planning, design, development, implementation, and management experience required. Experience with Learning Management Systems or Instructional Systems Design preferred. Ability to assess educational needs and design and develop responsible curricula. Ability to plan, implement, and evaluate training programs. Strong interpersonal skills and ability to work effectively at all levels in a collaborative team environment. Experience in clinical instructional design, eLearning developing and implementing clinical education training initiatives. Proficiency with a broad range of analytic skills for collecting, managing, and analyzing quantitative and qualitative information. High degree of independence, initiative, and follow-through. Ability to travel up to 25% percent of time to complete duties. Flexibility in applying skills and knowledge in a detention health service setting. Proficiency with Microsoft Office software, and experience with learning management systems. Ability to deploy in a clinical or administrative role to support to mission operations.Requirements

This is a U.S. Public Health Service position within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Division, Office of the Deputy Assistant Director of Administration, Medical Education and Development Unit (MEDU). The incumbent will report directly to the MEDU Deputy Chief/Strategic Education and Training Consultant. This is a non- supervisory position. Incumbent supports the MEDU Clinical Education service line at IHSC Headquarters which includes overseeing and executing clinical education and training initiatives that enhance the clinical competencies of all IHSC staff. The program is a national IHSC program affecting all IHSC staff. IHSC has a multi-sector, multidisciplinary workforce of more than 1700 employees, including U.S. Public Health Service (PHS) commissioned officers, federal civil servants, and contract staff. IHSC provides on-site direct patient care to ICE detainees at 21 detention facilities throughout the country and manages the provision of off-site medical care for detainees housed in approximately 240 additional Intergovernmental Service Agreement (IGSA) facilities. The ICE detainee population is approximately 34,000 detainees daily, with an average length of stay of approximately 30 days, and over 400,000 detainees annually. IHSC also provides medical support during ICE enforcement operations in the air, on the ground, and at sea. In Fiscal Year (FY) 2021, the ICE Health Service Corps (IHSC) administered and managed a health care system that provided direct care to over 88,000 detainees housed at 21 designated facilities throughout the nation, to include medical, dental, mental health care, and public health services. Oversaw health care for over 169,000 detainees housed in 150 non-IHSC-staffed facilities, totaling over 53,000 beds. In FY 2021, there were a total of 205,242 individuals in ICE custody, with an average length of stay of 37 days. IHSC also directly supports ICE field office directors on medical issues within their area of responsibility. IHSC executed a budget that approached $316M in FY 2021.
