The Ada County Clerk’s Office serves the community through five divisions:Court Clerks, Recorders, Auditors, Elections, and Community Programs. POSITION GENERAL SUMMARY:
Works closely with and assists the Program Manager and Community Guardianship Client Coordinators to support the Ada County Board of Community Guardians (BOCG). The Client Specialist – BOCG position provides case management assistance for clients, managing and assisting participants with various non-consenting needs. Work includes escort to medical appts, visits to facilities, working with outside providers, shopping and delivering necessary items for clients, and advocating for the needs of participants.

DISTINGUISHING FEATURES OF THE CLASS:
Performs complex and varied work under general direction. The incumbent is given latitude to exercise discretion and independent judgment to accomplish work. This position is differentiated from the Client Coordinator by not having the authority to give medical or financial consent for clients. The Board of Community Guardians and BOCG Program Manager provide general oversight of the program.
  • Works with BOCG team to determine the needs of program participants;
  • Works directly with clients based on all evaluation and assessment procedures;
  • In conjunction with the BOCG, facilitates and assists participants with obtaining medical treatments, specific care needs, personal purchases, and/or other basic needs;
  • Maintains a working knowledge of community resources and the services provided;
  • Completes daily appointments, escorts clients into programs, and completes necessary notes regarding client related activities;
  • Works with client coordinators to understand short and long-term client goal plans and documents daily progress;
  • Monitors community providers’ delivery of services to participants, the effectiveness of care, and the participants’ performance and progress;
  • Provides written documentation related to all activities related to client care;
  • Reviews monthly or other periodic reports from treatment providers to ensure knowledge of clients is current;
  • Maintains individual records and all other required documentation in a timely, confidential and organized manner, in accordance with departmental policies and procedures.

ADDITIONAL FUNCTIONS:
  • Works with program counselors, coordinators, probation officers, and others as required.
  • Performs related duties as required.
  • Associate’s degree from an accredited university in Human Services or other related field OR A minimum of 2 years professional work experience and/or training; Bachelor’s degree preferred.
  • Must possess case management and/or customer service skills;
  • Knowledge of legal terminology and forms preferred;
  • Knowledge of human behavior and social environment;
  • Knowledge of substance use, biological, and social effects;
  • Ability to balance consistent program delivery while upholding client confidentiality policies and appropriate ethical boundaries with clients;
  • Skill in working with resistant and manipulative treatment populations;
  • Skill in de-escalating confrontation situations;
  • Ability to maintain confidentiality;
  • Ability to communicate effectively verbally and in writing;
  • Ability to develop and maintain effective working relationships.

OTHER REQUIREMENTS:
  • Must possess and maintain a valid driver’s license;
  • The incumbent is subject to a background check;
  • This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing.
  • Work is performed equally in an office environment and outside the office, within the community. The employee in this class is subject to inside environmental conditions and working with community outside of the office;
  • May occasionally be required to work in person in evenings or before 8:00 a.m.;
  • Local travel is required to escort clients and facilitate care needs; Incumbent will be required to use county vehicle to drive throughout the county to conduct some duties;
  • Position frequently requires a combination of sitting and standing to accomplish tasks;
  • Requires sufficient personal mobility and physical reflexes, to permit the employee to function in a general office environment and in the field to accomplish tasks;
  • Perform duties in environments where the employee may be exposed to clients experiencing incontinence, drooling, vomiting, or other bodily fluids or functions;
  • May require occasional lifting and loading of boxes and personal belongings of clients up to 50 pounds;
  • May require ability to assist a client in getting in and out of vehicle, walking, sitting and rising to a standing position.
