Multiple Parishes within Louisiana.

(On‑site attendance as required; limited remote work may be permitted)

Position Summary:

A Louisiana public entity anticipates issuing one or more Requests for Qualifications (RFQ) and/or Requests for Proposals (RFP) for professional engineering services in support of school building and infrastructure projects within several parishes in Louisiana.

To support these forthcoming submittals, we are seeking a qualified Civil or Structural Engineer who is interested in being included as Key Personnel / Proposed Staff on one or more public bid responses and, if awarded, providing professional consulting services during project execution.

The selected individual will serve in a technical advisory and engineering support capacity for planning, design review, construction, and infrastructure improvements associated with K‑12 school facilities and related sites.

Anticipated Scope of Professional Services

Services may include, but are not limited to, the following, as authorized under a professional services agreement and specific task orders:

  • Perform engineering evaluations and assessments of existing school buildings, structures, and site infrastructure
  • Support capital improvement planning and facility condition assessments
  • Review and provide professional comments on engineering drawings, calculations, specifications, and design narratives
  • Provide civil or structural engineering analysis for renovations, additions, repairs, and new construction
  • Advise on site infrastructure systems, including grading, drainage, stormwater, pavement, utilities, and accessibility
  • Provide technical input related to code compliance, constructability, and regulatory requirements
  • Support construction administration activities as requested, including RFI responses, submittal reviews, and limited site observations
  • Prepare written technical memoranda, reports, and recommendations suitable for submission to a public owner
  • Coordinate with representatives, architects, engineers, contractors, and regulatory agencies


Minimum Qualification

Candidates must meet or exceed the following minimum requirements to be eligible for inclusion in a public bid:

  • Licensed Professional Engineer (PE) in the State of Louisiana Preferred
  • Bachelor’s degree in Engineering from an accredited institution
  • Minimum 5 years of progressively responsible professional engineering experience
  • Experience with public sector, institutional, or educational facilities
  • Knowledge of applicable building codes, engineering standards, and Louisiana public works practices
  • Availability to participate in proposal development efforts as required (resume, role description, interviews if requested)


Preferred Qualifications

  • Experience with Public Facilities, K-12 buildings or higher‑education facilities.
  • Familiarity with Louisiana public procurement, capital outlay, or school construction processes
  • Experience with campus infrastructure, renovations, or aging facilities
  • Prior service as Engineer of Record, discipline lead, or reviewer on public projects
  • Strong written communication skills for formal reports and agency correspondence

The selected engineer would be identified in proposal responses as Key Personnel or Design Team Member, subject to:

  • Submission of a professional resume consistent with RFQ/RFP requirements
  • Commitment to remain available for the duration of the procurement and, if awarded, the associated project(s)
  • Participation in interviews or presentations with the public owner, if required

Final engagement and compensation are contingent upon successful award of the public contract and execution of a professional services agreement.

Compensation & Contractual Terms

  • Compensation structured on an hourly or task‑based consulting fee basis
  • No employment benefits; consultant responsible for all applicable taxes and insurance
  • Must maintain professional liability insurance consistent with public contract requirements
