Position Summary
The City of Snoqualmie is seeking a dynamic and experienced City Administrator (CA) to serve as the City’s senior administrative executive under the direction of the Mayor. This position is responsible for the overall leadership, management, and coordination of City operations and services.
The CA plays a critical role in advancing the City’s vision by ensuring effective delivery of municipal services, sound financial management, and alignment with the City’s Comprehensive Plan. This role requires strategic thinking, collaborative leadership, and the ability to manage complex issues in a growing, community-focused environment.
Essential Duties and Responsibilities
• Provides executive leadership and oversight of all City departments, including direct supervision of department directors, the City Clerk, and Communications.
• Fosters a cohesive, high-performing leadership team through regular executive meetings and performance management.
• Coordinates work across departments to ensure efficient operations and high-quality service delivery to the Snoqualmie community.
• Promotes a positive organizational culture that emphasizes accountability, innovation, teamwork, and public service excellence.
• Oversees personnel administration, risk management, and procurement functions.
• Advises the Mayor and City Council on administrative, operational, and policy matters impacting the City.
• Prepares and oversees City Council meeting agendas and attends all Council meetings.
• Leads the development and implementation of short- and long-term strategic plans consistent with the City of Snoqualmie Comprehensive Plan.
• Directs the preparation of the annual City budget, evaluates departmental requests, and recommends fiscally responsible priorities.
• Monitors the City’s financial condition and recommends adjustments to maintain long-term sustainability, including fees, rates, and service levels.
• Ensures compliance with federal, state, and local laws, including Washington State statutes.
• Leads labor relations efforts, including negotiation and administration of collective bargaining agreements.
• Represents the City of Snoqualmie with regional partners, governmental agencies, community organizations, and the public.
• Builds and maintains strong relationships with stakeholders including regional associations, local businesses, and community groups.
• Ensure adherence to all Federal Emergency Management Agency (FEMA) regulations and guidelines. Provide timely response and support during local City emergency situations.
• Performs other duties as assigned.
Minimum Qualifications
Education & Experience:
• Bachelor’s degree in public administration or a closely related field.
• Master’s degree in public administration or related field preferred.
• Minimum of ten (10) years of progressively responsible experience in municipal management or public administration.
• Equivalent combinations of education and experience may be considered.
Knowledge, Skills, and Abilities
• Thorough knowledge of municipal government operations, finance, human resources, and administrative practices.
• Strong expertise in strategic planning, budgeting, capital improvement programs, and intergovernmental relations.
• Knowledge of labor relations, collective bargaining, and contract administration.
• Familiarity with land use planning, transportation issues, and grant funding processes relevant to growing communities like Snoqualmie.
• Demonstrated leadership ability, including coaching, mentoring, and organizational development.
• Excellent analytical, organizational, and decision-making skills.
• Strong interpersonal, written, and verbal communication skills, including public speaking.
• Ability to build and maintain effective working relationships with elected officials, staff, and the Snoqualmie community.
Work Environment & Physical Requirements
Work is performed primarily in an office or meeting setting, with regular engagement in community eventsand occasional field visits throughout Snoqualmie. Duties may require sitting, standing, walking, and use of standard office equipment. The position may occasionally involve lifting up to 30 pounds and working outdoors in varying weather conditions typical of the Pacific Northwest.
