Join our dynamic team as a Child Support Agent III, which offers an opportunity to make a meaningful impact by supporting families and ensuring the well-being of children through the enforcement of child support obligations. The role is responsible for obtaining and verifying demographic information for custodial and noncustodial parents and communicating that information to the appropriate tribunal. Within the Interstate Unit, this position processes intergovernmental cases, including establishing paternity and child support orders and ensuring ongoing compliance. Responsibilities include coordinating cases under applicable laws and agreements such as the Uniform Interstate Family Support Act (UIFSA), the Hague Child Support Convention, and partnerships with Foreign Reciprocating Countries (FRC), often collaborating with out-of-state agencies when one or more parties reside outside of North Carolina.
  • Reviews the ACTS Show Cause processing list to identify noncustodial parents who are delinquent in support payments and lack verified employment; updates case information to ensure accurate preparation of legal documents
  • Prepares, reviews, and processes Show Cause and other legal documents; schedules court hearings; and coordinates service of process with the Clerk of Court and appropriate Sheriff’s Offices, documenting service status in ACTS
  • Conducts case research and investigations in preparation for court, including compiling payment histories, issuing subpoenas, and providing written or oral case summaries; collaborates with agency attorneys to review pending legal actions
  • Assists legal counsel during court proceedings, supports case presentation, and drafts and finalizes court orders following hearings in accordance with applicable laws and procedures
  • Utilizes effective communication and negotiation techniques to promote compliance with court-ordered obligations, including facilitating repayment agreements when permitted by program policy
  • Administers enforcement remedies, including license and passport suspension or revocation; provides required notifications to noncustodial parents and regulatory agencies; monitors compliance; and processes reinstatements when appropriate
  • Verifies driver’s license and vehicle registration status through the Department of Motor Vehicles (DMV); executes court-ordered suspensions or reinstatements; and updates DMV and ACTS systems accordingly
  • Evaluates and enforces medical support obligations by verifying employer-provided insurance availability and cost; issues National Medical Support Notices as required; and initiates contempt actions for noncompliance
  • Performs audits to ensure accuracy of arrears reported to credit bureaus, the State Treasurer, and the Internal Revenue Service; supports appeals processes and may provide testimony in administrative or court hearings
  • Maintains accurate case records and documentation, including audits, reports, and system updates; manages daily worklists; responds to inquiries from clients and stakeholders; and ensures compliance with federal, state, and agency policies, including periodic reviews and modifications of support orders

Graduation from an accredited four-year college or university with a major/degree in business administration, human resources, paralegal, accounting, or other closely related degree and one and a half (1½) years of experience in areas of child support, social services eligibility, investigations, legal, or finance that provide the knowledge, skills and abilities to perform the work; or an equivalent combination of education and experience.

Necessary additional requirements:

  • Knowledge of the Child Support Enforcement Program and Automated Case Tracking System (ACTS)
  • Knowledge in the laws in different counties, states, and countries; state jurisdiction requirement, paternity requirements, DNA testing systems, interstate laws; applicable legal and civil court procedures, judicial operations
  • Knowledge in office management practices and procedures
  • Skill in interviewing, investigating, and analyzing complex case variables
  • Ability in organizing and summarizing case information
  • Ability to represent the child support program in written and oral form and effectively communicate with others
  • Ability to analyze and interpret rules, regulations and procedures

  • Ability to establish and maintain effective working relationships with clients and absent parents, location resources, offices of the Clerk of Court, Magistrates, District Attorney, Sheriff, other court officials, and private attorneys
