Executive Overview

The Chief Operating Officer (COO) of Green Power EMC (GPEMC) is a senior executive officer responsible for driving enterprise-wide operational excellence in support of the organization's renewable energy mission. Reporting directly to the President, the COO translates strategic objectives into disciplined execution across engineering, operations, project development, and asset performance.

This role carries fiduciary and decision authority in accordance with Board policy and serves as a key enterprise leader engaging Member Systems, Boards, executive leadership, and external partners. The COO oversees the full lifecycle of renewable assets-from origination and construction through long-term operations-while ensuring financial stewardship, operational integrity, and organizational sustainability.

What You'll Do

  • Provide executive leadership and strategic direction for GPEMC's Engineering & Operations function, aligned with Member needs and Board-approved strategy
  • Lead the origination, negotiation, and execution of renewable energy and battery storage projects, including commercial structuring and strategic partnerships
  • Oversee project planning, engineering design, construction, commissioning, and lifecycle asset management
  • Develop, propose, and manage the annual E&O budget, ensuring fiscal discipline, transparency, and executive-level reporting
  • Partner with the Vice President of Administration on budget strategy, financial analysis, and performance reporting
  • Establish and monitor portfolio performance metrics; analyze trends, risks, and opportunities, and implement optimization or remediation strategies
  • Provide leadership in evaluating emerging technologies aligned with GPEMC's mission, including renewable generation and energy storage solutions
  • Direct and mentor leaders, staff, consultants, and contractors while building long-term organizational capability through workforce development and succession planning
  • Champion continuous improvement in safety, operational performance, analytics, project governance, and process excellence
  • Deliver clear, compelling communication of complex technical, operational, and financial matters to executive leadership, Boards, Member Systems, and FOC senior executives
  • Serve as a trusted strategic advisor to the President, providing insight on execution risk, portfolio performance, and organizational readiness

Education & Experience

  • Bachelor's degree in Electrical Engineering, another relevant Engineering discipline, or Finance (required)
  • 15+ years of progressive experience within the electric utility or energy industry
  • Extensive leadership experience spanning operations, engineering, maintenance, project development, contract administration, planning, budgeting, and financial analysis
  • Proven executive track record of guiding strategy, leading multidisciplinary teams, and delivering sustained operational and financial results
  • Equivalent experience in executive leadership roles within safety, operations, or engineering organizations-with a demonstrated history of process improvement and organizational transformation-will be considered

  • Deep executive-level understanding of electric utility operations, renewable energy development, engineering, and asset performance management
  • Strong strategic and business acumen with the ability to synthesize complex technical and financial data into actionable insight
  • Exceptional written and verbal communication skills, including Board-level reporting and executive presentations
