  • As a Chief Financial Officer, you will: Serve as the technical authority on budget formulation, presentation, and execution. Participate in executive teams to shape the Agency's strategic direction beyond fiscal concerns, produce high-level approaches to address priorities and customer needs. Guide the preparation and defense of budget submissions to the Office of Management and Budget (OMB) and Congress. Act as the primary point of contact with OMB, present budget plans to senior management, and provide expert testimony at congressional hearings to secure necessary operational funding. Oversee the preparation of annual and quarterly financial statements and coordinate with independent auditors. Guide and secure accounting and financial systems to prevent Anti-Deficiency Act violations and establish strict controls to guard against fraud, waste, and abuse. Direct the financial management of complex specialized funds, including the National Archives Revolving Fund and the National Archives Trust Fund. Lead the integration of enterprise risk management, internal control, and financial reporting activities to provide cohesive, data-informed insights to Agency leadership on emerging fiscal and operational risks. Provide executive direction to subordinate managers overseeing accounting, budgeting, auditing, and contract oversight functions.

Must complete a 1-year SES supervisory probationary period, unless previously completed. Must complete a Questionnaire for Sensitive Positions, SF-86, for a pre-appointment full-field background investigation. In addition, periodic re-investigation is required no later than five years after selection and at least every succeeding five years. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9.
