Chief Estimator - (WWTP/Underground Utilities)

Overview


A well-established civil contractor is seeking a Chief Estimator to lead estimating and preconstruction efforts across water/wastewater, underground utilities, and related civil infrastructure projects throughout Texas. This role will have full ownership of bid strategy, pricing accuracy, and team leadership, partnering closely with operations and executive leadership to support growth and margin objectives.


The ideal candidate brings deep estimating leadership experience within WWTP, underground utilities, or similar heavy civil scopes, and is comfortable managing complex pursuits from concept through final proposal.


Key Responsibilities

  • Lead all estimating and preconstruction activities for water/wastewater plants, underground utilities, pump stations, lift stations, and civil infrastructure projects
  • Establish bid strategies, review risk profiles, and drive accurate, competitive pricing aligned with company margin targets
  • Oversee the preparation of detailed cost estimates, takeoffs, schedules, and subcontractor scopes
  • Manage, mentor, and develop estimators and preconstruction staff
  • Coordinate with operations, project management, and field leadership to ensure constructability and cost alignment
  • Lead subcontractor and vendor outreach, scope reviews, and bid leveling
  • Participate in executive‑level go/no‑go decisions and long‑range preconstruction planning
  • Support client presentations, value engineering, and alternative delivery discussions as needed


Required Experience & Qualifications

  • 10+ years of estimating experience within civil construction, with proven leadership at a senior or chief level
  • Strong background in WWTP, underground utilities, or closely related civil infrastructure projects
  • Experience estimating projects ranging from $10M+ in value
  • Demonstrated ability to lead teams, set standards, and improve estimating processes
  • Strong understanding of civil means and methods, risk management, and cost drivers
  • Proficiency with estimating and preconstruction tools such as HCSS HeavyBid, Bluebeam, Excel, WinEst, Procore, and scheduling software (P6 or MS Project)
  • Excellent communication skills with the ability to engage executives, clients, and project teams


Preferred Experience

  • Texas market experience (municipal, county, or utility district work)
  • Design‑build, CMAR, or alternative delivery exposure
  • Background collaborating closely with operations on self‑perform scopes
