Why Join the City of Oakland, Department of Violence Prevention?The Department of Violence Prevention (DVP) was established in 2017 to tackle the challenges with violence in Oakland. The DVP applies a public health approach to violence prevention focused on community violence intervention (CVI) strategies to realize sustained safety and stability of the families and communities most impacted by violence. To achieve its mandated goals of reducing violence in Oakland, the DVP provides direct services and funds, coordinates and supports a network of violence prevention and intervention programs that prioritize the people and places most impacted by violence. The ultimate goal is a safer and thriving Oakland for all.The City of Oakland is recruiting to fill several Case Manager I (Selectively Certified in Violence Prevention) vacancies within the Department of Violence Prevention; including full-time Civil Service vacancies, Grant Funded Limited Duration vacancies, and LimitedDuration vacancies. Grant Funded Limited Duration vacancies shall not exceed three (3) years or when the funds are exhausted, whichever comes first. Limited Duration vacancies are for a limited duration and shall not exceed one (1) year.This is a field-based, in-person role requiring a flexible schedule, including nights and weekends. The ideal candidate is culturally competent in working with individuals at high risk for engaging in violence and is also well-versed in employment and support services available to the individuals within target populations. The ideal candidate must also be able to effectively communicate with high-risk, high-need individuals from communities disproportionately impacted by trauma and violence.The Case Manager I (Selectively Certified in Violence Prevention) position provides case management services to high-risk individuals, including those who are survivors of gender-based violence, domestic violence/intimate partner violence, sexual assault, or commercial sexual exploitation, are group/gang-involved, and are on probation or parole. The position serves individuals referred through various sources including the focused deterrence partnership table. Case management services include assessment, care plan development and implementation, brokering of client services, supporting of participants, home visits and documentation, and performing related duties as assigned.
This is an entry-level classification in the Case Manager series.

This position requires availability to work a flexible schedule, including nights and some weekends, as needed to support field-based client services and crisis response.

Flexible Staffing:This classification has been designated for flexible staffing. Incumbents in the Case Manager I (Selectively Certified in Violence Prevention) classification may be eligible to advance without formal examination to the Case Manager II (Selectively Certified in Violence Prevention) classification in accordance with established City flexible staffing policies and procedures.

  • Familiar with Oakland's target populations:You should possess knowledge of the various populations of focus in Oakland, including gang/group dynamics and the street culture of those involved in the commercial sex trade.

What You Will Typically Be Responsible For:
  • Providing intensive case management services to high-risk youth and adult participants.
  • Brokering and securing access to resources including job training, therapeutic supports, and housing for participants.
  • Developing, completing, and updating assessments and care plans for enrolled participants.
  • Centering a strengths based, trauma informed, and relationship based approach to case management to high-risk, justice involved individuals in communities most impacted by violence.
  • Developing and supporting participants' life map goal achievement aligned with their individualized priorities for safety and stability.
  • Monitoring client status and documenting all actions.

This recruitment will produce two eligible lists. The restricted list will be for full-time, permanent part-time, or part-time City and Port of Oakland employees who maintain employment for the duration of the recruitment and pass all stages of the recruitment process. The open list will be for all other applicants who pass all stages of the recruitment process.

Selective Certification (Violence Prevention)
This recruitment is being announced in accordance with Section 5.03 of the Civil Service Rules. The eligible list generated from this announcement will only be used to fill Case Manager I positions specialized in Violence Prevention including full-time and permanent part-time positions, if applicable, and may be used to fill future vacancies with the same Selective Certification.

Any combination of education and experience that is equivalent to the following minimum qualifications may be acceptable.
Education:Bachelor's degree from an accredited college or university in social work, gerontology, psychology or related field.Experience (Special Qualification and Experience Required for Selective Certification - Violence Prevention):Two years of experience providing case management services to individuals at high risk who are impacted by violence, including individuals who are survivors of gender-based violence, domestic violence/intimate partner violence, sexual assault, or commercial sexual exploitation or who are group/gang-involved and are on probation or parole, with the focus on providing housing, employment, and support services to the population served.
Desirable Qualifications:
  • Personal or familial lived experience with detention/incarceration, group violence, gender-based violence, gun violence, mental health conditions, alcohol, substance abuse, and/or being unsheltered.
  • Experience in public health, trauma-informed, restorative, harm-reducing, and/or community-based approaches to intervention.
  • Experience working with Oakland community members and organizations.
LICENSE/CERTIFICATE:Individuals who are appointed to this position will be required to maintain a valid California Driver's License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.OTHER REQUIREMENTSProficiency in a foreign language may be required.The Recruitment Process:
