Responsible for providing management, direction, oversight and supervision of all engineering functions related to the City’s Capital Improvement Program (CIP). Performs difficult and advanced civil engineering work and delivers city projects on behalf of the Project Management Division and Engineering Department. Provides citywide project management governance to all CIP project managers. Provides technical assistance regarding engineering issues and process guidance to staff, consultants, contractors and developers. Reviews engineering plans and reports to resolve engineering issues in the field and office. Leads the initiation of complex engineering projects, including review of scope, schedule, and budget of new and existing projects to assure quality at the source of the five-year CIP as part of the yearly budget process.

The ideal candidate is an existing Arizona Registered Professional Engineer (P.E.) (or has ability to obtain Arizona registration within six months of hire) with at least three years of managerial experience providing oversight of diverse large scale engineering projects and a minimum of eight years of civil engineering experience delivering projects. This individual is well versed in leading the initiation of complex engineering projects, including review of scope, schedule, and budget of new and existing projects to assure quality at the source of the five-year CIP as part of the yearly budget process.   • In coordination with the Director of Engineering and the City’s Leadership Team, assists with the prioritization of projects for the Capital Improvement Program (CIP) during the yearly budget process.
  • Oversees and manages project management staff in the engineering project management division. Utilized current technology solution to plan and mange projects for professional and technical staff.
  • Enforces governance of all CIP projects by ensuring project managers are utilizing the Project Management Manual and other training materials/job aids to successfully deliver CIP projects on time and on budget.
  • Monitors CIP health and provides support to project managers for project escalation.
  • Develops and maintains positive relationships with all city departments and outside service agencies, utilities and other project stakeholders while providing professional project and construction management assistance.
  • Responds to citizen’s concerns relating to capital projects and related engineering activities; responsible for implementing modifications to projects as necessary.
  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels.
  • Gathers and reviews technical information and prepares Council reports and memos for city leadership and elected officials. Develops recommendations for city ordinances and city code changes. Presents to City Council, the public, and professional groups on engineering project related content and to ensure proactive engagement.
  • Oversees and participates in the development and administration of the assigned division budget and CIP budgets assisting in the department’s annual budget; participates and forecasts funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; and implements budgetary adjustments as appropriate and necessary.
  • Reviews engineering documents and discusses technical issues by reading and analyzing reports, researching similar documentation, writing summary reports with recommendations, interpreting technical information, and responding to inquiries.
  • Coordinates projects with staff, consultants, other agencies, and developers by attending meetings, explaining the city's position, evaluating other party's needs, and preparing written or verbal presentations. Represents the city on various agency lead projects including, but not limited to, neighboring jurisdictions, ADOT, MCDOT, and FCMCD.
  • Supports staff to resolve construction field or office difficulties to ensure compliance with the city standards by visiting the site to understand the scope of problems, interpreting construction drawings or specifications, analyzing issues and implications of resolution, and conveying solutions to personnel.
  • Directs research, analyzes trends, and makes recommendations to management on engineering projects, programs, staffing, and priorities.
  • Champions utilization of continuous improvement methodologies for process improvement and follows the department leader standard work
  • Formal Education/Knowledge: Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
  • Experience:Minimum five years of experience in a related field.
  • Certifications and Other Requirements:Valid Driver's License
  • Reading:Work requires the ability to read state statutes, federal laws, technical reports and manuals, research papers, construction plans and specifications, correspondence, legal documents, ordinances, and property legal descriptions at a college level.
  • Math:Work requires the ability to perform math calculations such as advanced level algebra, geometry, trigonometry, and calculus.
  • Writing:Work requires the ability to write technical reports, summarize analysis of engineering and related issues, city ordinances, and correspondence at a college level.
  • Managerial:Complex - Work requires managing and monitoring work performance of a division including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department.
  • Budget Responsibility:Substantial - Has responsibility for final approval of at least one division budget and presents the budget(s) to Senior Management. Is authorized to approve division budgeted expenditures for both staff and resources up to the amount that requires the approval of Senior Management
  • Policy/Decision Making:Significant - The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Projects and daily work are managed with little oversight, however special assignments and significant work products may be reviewed upon completion. Typically positions in this category are supervisor to mid-management jobs.

  • 1-month goals
    1. Attend Goodyear Employee Orientation (GEO) and complete all assignments, training, and meetings associated with GEO.
    2. Become familiar with the city’s vision, mission, and core values.
    3. Familiarization of Team Dynamics (TDX), Questica, Tyler Munis, Blue Beam, BonFire/Euna, Acella, Microsoft Project, etc.
    4. Meet with Director of Engineering, key stakeholders (finance/procurement, legal, information technology, development services, public works/facilities/pavement management, etc.) engineering project managers, and external department project managers. The goals of meetings are to gain an understanding of how the CIP Manager interacts and supports these positions.
    5. Become familiar with the current five-year CIP, active projects, funding sources, and governance structure.
    6. Clear understanding of CIP portfolio health.
    7. Become familiar with and practice the leader standard work.
  • 3-month goals
    1. Lead standing meetings (weekly PM meeting, citywide monthly CIP meeting, monthly executive CIP meeting, monthly CIP transportation meeting, etc.)
    2. Become familiar with the engineering design standards, procurement procedures, project management manual, ordinances/city code, etc.
    3. Assess utilization and program compliance with the Project Management Manual and overall governance. Identify gaps in governance and provide recommendations for correction, if applicable to ensure consistent governance across the citywide CIP.
    4. Lead the project initiation efforts for future 5-year CIP projects.
    5. Identify key regional partners (e.g., ADOT, County, Flood Control Districts, utilities, neighboring jurisdictions/municipalities), etc. to develop a relationship with these entities.
    6. Set up standing internal stakeholder meetings with other partner departments.
  • 6-month goals
    1. Plan and execute strategic plan activities in the project management division.
    2. Work with the department Business Analyst to establish meaningful division KPIs.
    3. Deliver high-quality Council reports with improved clarity and proactive issue disclosure.
  • 12-month goals
    1. Align five-year CIP planning with long-term city growth strategy planning documents, i.e., integrated water master plan, transportation master plan, infrastructure improvement plan, general plan, etc.
    2. Improve cost predictability year-over-year through the CIP365 process.
    3. Work with the City Engineer to provide a comprehensive list of CIP projects for yearly budget recommendation.
    4. Champion and model continuous improvement behaviors usingdaily huddles in order to drive improvement within the project management division.
    5. Drive performance excellence across all CIP Key Performance Indicators.
    6. Create the strategic path forward on how to establish the CIP as the citywide project management center of excellence
    7. Represent the City effectively in interagency initiatives and large-scale regional projects.
    8. Ensure governance consistency across all CIP projects.
    9. Plan and execute a strategy to increase division engagement through various tools such as the Q12 action plan, etc.
