This is an open examination. To be eligible for the position under this examination, all applicants must be U.S. citizens or have legally declared their intention of becoming U.S. Citizens. Applicants must be a high school graduate or possess a G.E.D., be at least 18 years of age and have a valid driver's license. Applications must be submitted no later than April 13, 2026.POSITION SUMMARY:
The Administrative Specialist provides administrative, clerical, and customer service support to the Environmental Health division and serves as primary in-office point of contact for the public. Under the direct supervision of the Office Manager, this position supports daily operations, recordkeeping, and cross-program coordination to ensure efficient and consistent Environmental Health services. This role works independently and in a team environment. All work requires mental focus, organizational skills, ability to meet critical deadlines and excellent communication skills, both written and verbal and the ability to document observations.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
I. Customer Service:
  • Serves as the primary point of contact for the public at the front counter and during desk watch duties.
  • Assists with directing inquiries and requests to appropriate Environmental Health staff, public health staff or other city departments. Responds to routine inquiries and requests using approved information, policies, and procedures. Provides courteous, professional customer service in person, by phone, and through written correspondence.
  • Communicates effectively across differences in culture, language, socioeconomic status, ability, and health literacy.
II. Clerical
  • Assists in creating, editing, and maintaining tracking documents, including spreadsheets, as needed. Includes complete and accurate data entry.
  • Assists in ordering supplies and maintaining internal tracking of invoices and balances using approved processes.
  • Scans and organizes documents into Microsoft Office applications accurately.
  • Maintains electronic filing systems in compliance with record retention policies.
  • Operates a variety of electronic office machines and office equipment.
  • Assists with preparing staff meeting agendas, meeting minutes, and distributing meeting materials to staff.
  • Receives, sorts, and distributes incoming mail.
  • Prepares outgoing mail, including address labels, certified mail, and return labels, and distributes mail appropriately.
  • Assists with maintaining accurate records of vehicle and office inventory.
  • Prepares, processes, and maintains public records requests, while adhering to privacy and confidentiality laws and policies for sensitive information.
III. Division and Program Support:
  • Supports licensing, program documentation, and workflows as needed.
  • Assists with maintaining consistency across program materials and related forms, templates, and documentation.
  • Tracks and reports deadlines, submissions, or deliverables, as assigned.
  • Updates Environmental Health content on the department website, as directed.
  • Assists with the creation and tracking of social media posts and campaigns.
IV. Professional Development and Community Engagement
  • Works effectively with people of diverse cultures, ages, and economic backgrounds in a culturally competent and sensitive manner.
  • Participates in various community coalitions to support the mission of the department.
  • Actively engages in workgroups and committees within the department.
V.Emergency Preparedness
  • Provides support functions in response to public health emergencies as directed by the Health Commissioner.

MINIMUM QUALIFICATIONS AND CREDENTIALS:
Education & Experience:
  • High school diploma or equivalent.
  • Minimum of one (1) year of administrative, clerical, or customer service experience or any equivalent combination of experience and training.
Knowledge, Skills & Abilities
  • Ability to type 35 words per minute.
  • Ability to communicate clearly and concisely, with the public, staff, and external departments, both verbally and in writing.
  • Must be computer proficient and able to work efficiently in a heavily computerized PC environment using various Office Suite and database applications, including web-based collaboration tools, email, etc.
Licenses & Certifications:
  • Valid Driver's License.
The following must be acquired and maintained. These credentials are not required upon initial hire but must be acquired after hiring within nine (9) months. Training will be provided for all of these credentials.
  • Certificates in National Incident Management System (NIMS) in the following emergency planning courses: ICS 100 & ICS 700,
WORK ENVIRONMENT:
Work is performed primarily in a general office environment within a public health setting, requiring extended periods of sitting, as well as occasional standing, bending, and stretching to access physical filing systems. The position involves routine use of office equipment such as computers, printers, telephones, and scanners. Office conditions include typical indoor lighting, climate-controlled temperatures, and moderate noise levels. The position may require some evening and weekend hours. May interact with customers or community members experiencing frustration or distress and must effectively de-escalate situations to ensure a safe and supportive environment for staff and the public.

Per OAC Rule 123: 1-9-01, an applicant who has competed in a civil service examination cannot repeat that examination or take and examination for the same classification within FOUR MONTHS from the date of original examination, unless an alternative form of examination is given, or unless other standards are specific in the examination announcement.

RATING
Your name will be placed on a list of eligible candidates upon receiving a passing score. Once the list has been established, your name will remain on the list for a period of one (1) year.
