Indiana Department of Environmental Management (IDEM):
Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy. We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.

Role Overview:

The Business Systems Consultant - Associate assists and contributes to the design, development, and delivery of business applications, with a primary focus on low‑code/no‑code solutions within the Microsoft Power Platform. This role agency program areas by helping translate requirements into functional applications, participating in system improvements, and collaborating with senior engineers, architects, and supervisors in a learning-focused environment. As an associate-level engineer you will help enable the success of IDEM through:

  • Contributing to the design and implementation of secure, resilient, and scalable solution architectures within the agency’s application ecosystem, under the guidance of senior engineering staff.
  • Collaborating with IDEM’s application engineers to deploy applications and services within the established cloud and on‑premises architectures, ensuring alignment with agency standards.
  • Supporting efforts to maintain high system availability and performance for mission‑critical applications by participating in monitoring, troubleshooting, and optimization activities.
  • Assisting in integrating and maintaining cloud‑based systems with existing on‑premises infrastructure, participating in configuration, testing, and lifecycle management.
  • Contributing to workflow modernization by helping streamline development processes, automate deployments, and enhance continuous improvement practices.
  • Working from assigned ticket queues, triaging issues effectively, and escalating or resolving incidents to maintain service levels and operational continuity.
  • Maintaining and updating Azure DevOps board items to support accurate work tracking, prioritization, and delivery of assigned tasks.
  • Supporting adherence to established security, governance, and compliance standards across deployed applications and cloud services.

The selected candidate will contribute to the agency’s ability to fulfill legally mandated duties and responsibilities. IDEM's mission includes compliance with state and federal environmental laws and regulations. The position's role in developing and supporting the enforcement of governance, policies, and technical standards ensures that the agency's cloud-based IT systems operate within the boundaries of applicable policies and regulations.

A two (2) year degree in the field of computer science, or similarly relevant area of study, from an accredited academic institution.

A minimum of one (1) years’ experience working directly on low code/no code application development.

These activities ensure that agency staff and the public have reliable access to the information and services necessary for environmental protection and regulatory compliance.


Salary Statement:

The salary for this position traditionally starts at $55,224.00 but may be commensurate with education or work experience.

The essential functions of this role are as follows:

Domain Specific Responsibilities

  • Assist in formulating and defining application and system scopes and objectives through research and fact‑finding based on a basic understanding of user needs, business processes, and technical requirements.
  • Support the development of solutions using Power Platform components (such as Power Apps, Power Automate, Dataverse), low-code/no-code tools, and application configuration principles.

Technical Support

  • Help create process change through integration of new applications with existing systems and communicate changes to impacted teams.
  • Recommend and assist with quality improvement efforts related to applications and digital workflows.
  • Support the delivery and deployment of application solutions to customers.

Communication/Collaboration

  • Establish and maintain strategic partnerships with assigned customers in order to help meet their business and technical needs.
  • Assist in analyzing business and user needs, documents requirements, and collaborate with higher‑level staff to refine logic and system functionality.
  • Assist in developing or modifying application procedures to solve user problems while considering system constraints and desired results.
  • Assist customers in the evaluation, procurement, and implementation of technical business application solutions.
  • Help meet expectations of customers, peers, vendors, and management.
  • Assist in establishing contracts for the procurement of technical application solutions.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

The ideal candidate in this role should minimally have either:

  • a Bachelor’s Degree, or
  • an Associate’s degree with some experience, or
  • at least 1 year of experience applying the below, outlined knowledge, skills, and abilities in a similar role.

Related certifications and coursework may be considered for education or experience.

  • Specialized knowledge of some of the organization’s business systems and commercial business applications.
  • Specialized knowledge of common technical problems and solutions as they relate to organization’s business systems and commercial applications.
  • Specialized knowledge of fundamental concepts, system design, relationships between various elements of the overall solution.
  • Fundamental understanding of application development concepts, system design, and relationships between solution components.
  • Familiarity with the Microsoft Power Platform or other low‑code/no‑code ecosystems.
  • Ability to comprehend and translate business or application requirements into functional, usable solutions.
  • Ability to use logic and critical thinking to identify and address issues efficiently and effectively.
  • Ability to adapt to new information, quickly learn new technologies, and understand implications of changes. Coachability is essential.
  • Strong written and verbal communication skills, with the ability to explain technical information to non‑technical audiences.
  • Familiarity with data structures, relational data concepts, and API-based integrations.
  • Ability to collaborate with and positively influence others.

Supervisory Responsibilities/Direct Reports: This role may be utilized in a supervisory capacity based on agency needs.Difficulty of Work:

The Business System Consultant – Associate follows general guidelines under the direct supervision of a manager or higher-level staff. Guidelines are complex in nature and may require some judgment in making adaptations to fit the conditions of the work. Work is broad in scope and requires consideration of conflicting variables.

Responsibility:

The Business System Consultant – Associate works under immediate supervision of higher-level staff and receives general instructions for work in support of agency information technology requirements. Work is reviewed for soundness of judgment, technical accuracy, and compliance with division and agency policy.

Personal Work Relationships: This individual will be expected to partner with agency personnel and related stakeholders working towards completion of assigned functions.
