Position Overview:

The Department of Juvenile Justice is seeking an experienced and motivated candidate to serve as the Business Manager at IYC Lincoln Monarch. The incumbent in this position will perform professional managerial duties in the planning, directing, and coordinating of purchasing, vouchering and supply functions along with payroll. The ideal candidate for this position will be proficient in Microsoft Excel, SAP and/or related systems and will possess previous accounting, and/or bookkeeping/payroll experience along with knowledge of state and/or government accounting laws and regulations. Essential Functions:
  • Serves as working supervisor.
  • Purchases goods and services required by the facility.
  • Verifies vouchers are completed properly, back-up documentation is attached, and information is recorded and submitted for payment in a timely manner.
  • Serves as backup to the timekeeper, payroll technician, and other business office staff.
  • Serves as facility forms coordinator processing all form requests certifying printing orders are scheduled and processed timely.
  • Remains up-to-date and in compliance with American Correctional Association Accreditation Standards that relate to Business Office operations and procedures.
  • Participates in the preparation of Institutional Annual Budget including planning and budgeting for additional personnel and assisting other department heads in preparation of annual budgets.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications:
  • Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college with a major in business administration or a related field.
  • Requires two (2) years professional business experience such as might be obtained as a Business Administrative Specialist; or successful completion of a training course approved by the agency.
Preferred Qualifications (In Order of Significance):
  • Prefers at least three (3) years of experience serving as a supervisor or lead worker assigning and reviewing work in a fiscal setting.
  • Prefers at least three (3) years of experience procuring goods for a business entity of 250+ employees.
  • Prefers at least three (3) years of experience working with automated accounting software.
  • Prefers at least three (3) years of experience reviewing contracts to ensure accuracy in a fiscal setting.
  • Prefers at least three (3) years of experience reviewing and making budgetary recommendations.
Conditions of Employment:
  • Requires the ability to pass an IDOC/IDJJ background check.
  • Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited.

The department provides extensive services to young people through a developmental, treatment-focused model of care that builds youth resiliency, engages families, and promotes community safety at the five youth facilities it operates across the state. IDJJ serves and houses approximately 150 youth and is responsible for approximately 500 youth on Aftercare in various Illinois’ communities.
