Job Title: Business Analyst

Location: Tallahassee, Florida (On-site 5 days a week)

Duration: 1 yr, plus extension

Rate: Open W2 + CHP

Start Date: May 2026


Tasks and Activities:


Scope of Work:


1. Minimum Qualifications

a. Academic and Certification

i. A bachelor’s degree from an accredited college or university and seven (7) years’ experience in computer systems analysis and/or computer programming; or

ii. A bachelor’s degree from an accredited college or university with a major in one of the computer science or management information systems.


Skills and Abilities:

i. Knowledge of the principles, practices and techniques of computer programming and systems design,

ii. Knowledge of business process engineering and software development life cycle, including analysis, design, development, testing and implementation of software applications,

iii. Knowledge of Database Developer Tools (SQL Management Studio/TOAD/Access),

iv. Knowledge of Relational Database Design and Development (SQL Server, Oracle, or any other similar database platforms),

v. Knowledge of Report Development skills having experience with standard tools (SSRS / Crystal Reports / Access / Excel),

vi. Ability to work with business users to analyze and gather system functional requirements,

vii. Ability to prepare software design specifications based on analysis of system functional requirements,

viii. Ability to research and recommend appropriate technical solutions to meet functional requirements,

ix. Ability to develop acceptance test plans to ensure that software meets functional specifications,

x. Ability to interpret technical information and communicate effectively to technical and non-technical staff and management Experience in designing and developing RESTful APIs using .NET Core for building web services,

xi. Ability to research and develop technical solutions to problems in a timely manner,

xii. Ability to perform mathematical calculations,

xiii. Ability to develop technical documentation, specifications, and reports

xiv. Ability to maintain technical knowledge and proficiency with a changing system and network environment to develop the most efficient solutions and methodologies.

xv. Knowledge of advanced data processing concepts, terminology and programming methodology and techniques

xvi. Strong analytical and problem-solving skills, including ability to analyze and interpret technical data

xvii. Ability to coordinate the activities of team members and ensure proper completion of projects and work assignments

xviii. Knowledge of Information Security best practices relating to data driven Web Applications and Database systems

xix. Ability to operate as a technical team-lead for teams and projects; and

xx. Excellent communication skills (Written and Verbal).


Experience:


i. Ten plus (10+) years of experience as an IT Business Analyst with experience in all phases in the system development lifecycle,

ii. Experience working with state agencies will be a plus,

iii. Experience in Project Management is a plus.


General


i. Ability to plan, organize, and coordinate work assignments,

ii. Ability to communicate technical information effectively,

iii. Ability to establish and maintain effective working relationships with others, and

iv. Office Automation/Productivity Tools: proficient in Microsoft Excel, PowerPoint, Project, SharePoint, Visio, Word, and Teams.


Responsibilities:


The Business Analyst will be responsible for the following:

a. Defines, develops, and documents user/stakeholders’ needs in support of the achievement of business requirements,

b. Assists in and provides the definition and documentation of the business requirements objectives, deliverables, and specifications needed to develop new software programs and applications,

c. Provides documentation and support to existing APD business applications regarding system enhancements,

d. Designs, runs, and monitors software performance tests on new and existing applications for the purpose of correcting errors, isolating areas for improvements, and general debugging; and

e. Liaise with network administrators, database administrators, system analysts, and business owners to assist in resolving problems with applications/programs.
