The City of Riverside, General Services Department is accepting for the position ofBUILDING SERVICES PROJECT MANAGERto fill one (1) vacancy in theProperty Services Division. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.
General Services provides essential support services—including Administration, Real Property, Fleet Management, Capital Projects, Building Services, Publishing Services and Citywide mail delivery to City departments and the community.
This position will manage building services operations for the City Hall facility, including supervision of maintenance staff and subcontractors, coordination of tenant improvements, and delivery of small capital projects. The role ensures facilities are safe, functional, and well-maintained.
Key duties include administering service contracts such as security and facility services, overseeing Publishing Services and citywide mail delivery functions, managing budgets and schedules, and ensuring projects and operational services are delivered on time, within budget, and in compliance with City standards.
The ideal candidate demonstrates strong leadership, organization, and problem-solving skills; experience managing multidisciplinary teams and operational support services; proficiency with Microsoft Office and work order management systems; and a commitment to customer service.
For positions indicating a salary range from 1N – 2X, the top 15% of the pay range cannot be offered upon hire or upon an employee promotion.Typical duties may include, but are not limited to, the following:
- Plan, direct, and oversee building services operations for City Hall to ensure the facility is safe, functional, well-maintained, and responsive to the needs of departments, staff, and the public.
- Manage the overall maintenance and operational readiness of City Hall, including coordinating corrective and preventive maintenance activities and ensuring timely resolution of facility issues.
- Establish priorities, develop work plans, and direct building operations and maintenance activities to support uninterrupted City Hall services.
- Oversee inspections of City Hall building systems, fixtures, equipment, and common areas to identify maintenance needs, operational deficiencies, and opportunities for improvement.
- Coordinate City Hall maintenance, repair, and operational activities with City departments, contractors, consultants, tenants, and outside agencies as needed.
- Administer contracts and service agreements related to City Hall operations, including security services, fire/life safety systems, intrusion systems, elevator maintenance, custodial or specialized facility services, and related support functions.
- Provide managerial oversight of City Hall improvement projects, tenant improvements, alterations, and small capital projects, including scope development, budget monitoring, scheduling, and coordination of project activities.
- Direct and monitor City Hall construction, renovation, maintenance, and improvement work to ensure compliance with approved plans, specifications, safety requirements, quality standards, and project timelines.
- Oversee multiple City Hall operational assignments and projects simultaneously, ensuring coordination, accountability, and timely completion.
- Lead project and coordination meetings related to City Hall operations, maintenance, and improvements, and provide status updates and recommendations to department leadership.
- Develop, review, and administer requests for proposals, bid documents, and procurement materials related to City Hall services, maintenance, and improvement projects.
- Review, negotiate, and manage change orders, service adjustments, and contract modifications related to City Hall operations and projects.
- Supervise, train, motivate, and evaluate assigned staff and contractors supporting City Hall operations; establish performance expectations; and promote accountability, customer service, and effective service delivery.
- Assist in the development and implementation of operational goals, policies, procedures, and service standards related to City Hall building services.
- Evaluate City Hall operational needs and recommend improvements to enhance facility performance, service levels, efficiency, and occupant satisfaction.
- Prepare and present reports, recommendations, correspondence, and presentations related to City Hall operations, maintenance activities, contracts, and facility improvement projects.
- Assist in the preparation and administration of operating and capital budgets related to City Hall operations, maintenance, security, and facility improvements.
- Perform other related duties as assigned.
Education: Equivalent to the completion of an Associate’s degree (60 semester units) from an accredited college or university with a major coursework in engineering, architecture, construction management, business administration or a related field. Specific course work in architectural and construction project management is highly desirable. Additional related professional experience may substitute for the required education on a year-for-year basis.
Experience: Five years of construction project management experience in new construction, renovations, and tenant improvements.
Necessary Special Requirement
Possession of an appropriate, valid class “C” California Motor Vehicle Operator’s License.
Highly Desirables:- Strong contract management – Ability to handle contracts for security, and building services.

- Project management – Skilled in managing maintenance, upgrades, and small capital projects.
- Technical knowledge – Understanding of building systems like electrical, mechanical, and plumbing.
