- Oversee the planning, organization and direction of overall activities of day to day operations of the entire Building Inspections and Code Enforcement staff; ensures timely review of building permit applications, plans, specifications and diagrams
- Supervise and perform inspections of existing structures and fire damaged buildings for hazardous conditions, structural failures, improper use, or complaints; oversee staff efforts to identify and resolve derelict structures and spot blight abatement. Responds, if necessary, to off-hours emergency calls
- Serves as City appointed Building Code Official and interprets codes; provides assistance to contractors, engineers, architects, and the general public
- Prepares and administers building inspections and code enforcement budget
- Direct and oversee customer service initiatives for building code division; hear, investigate and resolve customer service issues regarding inspection complaints and activities in a timely and professional manner
- Customer service issues regarding inspection complaints and activities in a timely and professional manner; Reviews architectural, structural, electrical, mechanical, plumbing and site construction plans for conformance with applicable codes and policies
- Maintains a comprehensive, current knowledge of applicable codes, regulations, and standards; reviews new codes and changes to existing codes; maintains an awareness of new methods, materials, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends seminars, workshops, and training sessions as appropriate
- Serves as liaison to the Local Board of Building and Fire Code Appeals and assists with providing technical information to boards and commissions as needed
- Prepare and make effective presentations on building inspection and code enforcement related issues
Education and/or Experience: Any combination of education and experience equivalent to an Associate's Degree with considerable experience in building construction trade or inspections is required. A Bachelor's Degree in a related field preferred and at least 10 years' experience and general knowledge in at least one of the following areas: building construction, building, fire or housing inspections; plumbing, electrical or mechanical trades or fire protection, elevator or property maintenance work is preferred.
Certificates, Licenses, Registrations: Possession of a valid and appropriate driver's license and any other certifications required of the job. Must possess, or have ability to obtain within one year, and maintain: Certified Building Official certification from the Virginia Board of Housing and Community Development, and Certification as an Amusement Device Inspector through NAARSO/DHCD. Individual should also possess and subsequently maintain Residential Building, Mechanical and Plumbing Inspection, Residential Plan Review, Commercial Building, Mechanical and Plumbing Inspection, Commercial Plan Review, and Property Maintenance Official certification from the Virginia Board of Housing and Community Development.
Language Skills: Ability to read laws and policies, ability to write incident reports and other documents using proper grammar, punctuation and spelling, ability to speak effectively using correct English.
Other Knowledge, Skills and Abilities:Comprehensive knowledge of State Construction codes, all types of construction building material and methods, and stages of construction. Thorough knowledge of city building and zoning laws and ordinances, ability to detect poor workmanship, inferior material and hazards of fire and collapse, ability to read and interpret plans, specifications and blueprints of ordinary complexity, ability to deal patiently and effectively with difficult customers in a time sensitive environment, ability to establish working relationships with property owners, tenants, government officials and members of the general public, ability to operate computer software programs.
