POSITION SUMMARY:
The Birth Certifier Specialist manages the precise abstraction and entry of all information needed to complete the birth certificate process, including but not limited to; affidavit of parentage for paternity when parents are unwed, and any necessary amendments. The Birth Certifier Specialist involves working daily with queues to index patient prenatal records into the Electronic Health Record (EHR) system and updating the infant’s birth name to the legal name in the hospital registration system upon discharge. The Birth Certifier Specialist also serves as a liaison between patients and Vital Records offices
PRIMARY ACCOUNTABILITIES:
1. Abstracts and enters demographic and clinical health history data from medical records in order to register each birth in the State of Florida’s Electronic Vital Registry System within the required timeframes.
2. Conducts interviews with parent(s) following the birth of their child(ren) to complete and submit the legal birth certificate application for all babies born at Health First facilities.
3. Enters demographic and clinical data for statistical purposes with exceptional accuracy within the established time frame and enters additional data as required.
4. Processes Acknowledgement of Paternity, Affidavit for alternate infant surname, applications for infant Social Security Card, and Birth Certificate Amendments as required.
5. Schedules appointments with new mothers or parents as necessary to complete birth certificate information; call parents to obtain the baby’s name and other information if discharged before completing this process; updates the baby’s name from their birth name to the baby’s legal name in EHR.
6. Monitors and works the prenatal queues daily by correctly indexing and uploading prenatal records into EHR.
7. Screens patients and provide additional education about the Healthy Start Program.
8. Coordinates interpreting services for patients who face language barriers.
9. Collaborate with nursing staff and social services to meet patient needs as appropriate.
10. Responds to requests and calls from the county and state Vital Statistic offices within twentyfour (24) hours.
11. Maintains confidentiality, security and standards of ethics with all information according to Health Insurance Portability and Accountability Act (HIPAA) regulations and guidelines
MINIMUM QUALIFICATIONS
• Education: High School Diploma or equivalent.
• Work Experience: None
• Licensure: Notary Public licensure in the State of Florida within six (6) months of start date and maintained.
• Certification: None
• Skills/Knowledge/Abilities:
o Proficient In MS Office – Teams, Outlook, Word, Excel, PowerPoint.
o Strong customer service expertise and skills.
o Computer software experience.
o Ability to participate in all training sessions to include Healthy Start, Safe Haven, training provided through the county, and bi-annual quality training through the State.
o Demonstrated skills in using exceptional communication, conflict resolution and critical thinking skills to problem solve and resolve conflicts.
PREFERRED QUALIFICATIONS
• Education: Associate’s degree.
• Work Experience: Three (3) years’ experience in healthcare environment, with one (1) of those years’ working in an Electronic Medical Record (EMR) system.
PHYSICAL REQUIREMENTS
• Majority of time involves sitting or standing; occasional walking, bending, and stooping.
• Long periods of computer time or at workstation.
• Light work that may include lifting or moving objects up to 20 pounds with or without assistance.
• May be exposed to inside environments with varied temperatures, air quality, lighting and/or low to moderate noise.
• Communicating with others to exchange information.
• Visual acuity and hand-eye coordination to perform tasks.
• Workspace may vary from open to confined.
• May require travel to various facilities within and beyond county perimeter; may require use of personal vehicle
