The Bilingual HEP & GLL Support Specialist provides administrative coordination, student support, and program compliance services for both the High School Equivalency Program (HEP) — a federally funded grant program — and the Global Languages & Learning (GLL) Department. This dual role supports Migrant and Seasonal Farmworker (MSFW) students under HEP, as well as ESL learners and GED Spanish students who do not qualify for HEP. The position demands bilingual fluency (Spanish/English), strong organizational skills, cultural competence, and the ability to manage complex tasks across two program units.

Essential Duties & Responsibilities

A. HEP Program (Federal Grant) Support

  • Serve as the first point of contact for prospective/current HEP students in person, by phone, and by email.
  • Schedule eligibility appointments; assist with intake, registration, and related processes.
  • Maintain student attendance, participation, and GED testing records.
  • Collect and submit post-transition and other data for GPRA 2 and federal reporting.
  • Monitor program inventory; prepare purchase orders; track expenditures per HEP grant and KCC policy.
  • Assist with HEP events, outreach, and wraparound support services.
  • Maintain confidentiality and compliance with FERPA and other applicable regulations.

B. GLL Department Support (ESL / GED-Spanish for non-HEP students)

  • Provide intake, enrollment, and general student services for GLL programs (ESL, GED-, Spanish).
  • Coordinate administrative support for ESL instructors (e.g., scheduling, communication).
  • Maintain records, attendance logs, and communication tracking for GLL classes.
  • Support outreach and promotional events, orientations, and workshops in GLL.
  • Assist students accessing online registration tools, resources, or college support as needed.

C. Shared/Office & Program Coordination

  • Answer phones, respond to emails, greet visitors, and manage the front reception area.
  • Maintain an organized, welcoming reception area stocked with current program and college materials.
  • Create and maintain electronic and physical filing systems.
  • Monitor communication trends and barriers; report to HEP Director.
  • Assist with copying, printing, materials preparation, and project support across both programs.
  • Perform other duties as assigned by supervision.

Knowledge, Skills & Abilities

  • Bilingual in Spanish and English (required)
  • Strong interpersonal and customer service skills
  • Ability to build rapport with diverse adult learners, including the MSFW population
  • Proficiency with Microsoft Office Suite (Word, Excel, Outlook) and data systems
  • Excellent written and oral communication skills
  • Ability to prioritize, multitask, and work under pressure
  • Understanding of FERPA, program compliance, and record confidentiality
  • Basic knowledge of college functions (advising, registration, student services)
  • Valid Oregon driver’s license

Working Conditions & Physical Demands

  • Frequent transitions between sitting, standing, and walking
  • Occasional evening or weekend work to support events or student needs
  • Office and classroom environment

Education & Experience

  • One-year post-secondary certificate in a related field, OR
  • 3 to 6 months of related administrative / student services experience, OR
  • Equivalent combination of education and experience
