Job Duties:
A $4,000 hiring bonus is being offered for this position. Hiring bonuses shall only be for new hires of original employment or re-employment as defined in Human Resources Policy No. 5.0.
$1,000 will be awarded in the first paycheck.
$1,250 will be awarded upon completion of the six (6) month interim performance evaluation with an overall rating of “Meets Expectations”.
$1,750 will be awarded upon completion of the employee’s one (1) year probationary period and a performance evaluation with an overall rating of “Meets Expectations”.
The City of Virginia Beach Department of Human Services is seeking to hire motivated candidates for the BH Clinician I/II positions who have experience providing case management services to adults diagnosed with mental health and or substance abuse in a Behavioral Health setting for our BH Case Management program.
Clinician I Responsibilities:
Provide supportive case management services to Virginia Beach residents living with serious mental illness, substance use challenges, or co‑occurring needs, with a focus on dignity, respect, and individualized care.
Assist individuals with essential supports such as accessing community based mental health, medical, psychiatric, substance use, securing benefits, social, educational, and vocational services to promote stability, wellness, independence and an improved quality of life.
Conduct assessments and collaborate on personalized plans such as treatment planning, crisis planning, clinical interventions, consultations, supportive counseling, and transition planning, ensuring all services reflect high‑quality and person‑centered standards.
Meet with assigned clients in the community and office to support engagement, stabilization, and treatment adherence.
Complete timely and accurate documentation while ensuring all clinical records and billing submissions meet regulatory, agency, and quality expectations.
Clinician II Responsibilities:
Provide coordinated behavioral health and primary care support that helps clients access the services they need to improve their overall well‑being, working closely with an integrated treatment team to ensure care is connected and supportive.
Complete comprehensive clinical assessments and develop individualized treatment plans that reflect each client’s goals, strengths, and preferences, contributing to a collaborative, person‑centered approach to care.
Deliver clinical interventions, supportive counseling, consultation, transition planning, and other case management services that help clients build stability, strengthen skills, and stay engaged in their recovery journey.
Support clients through hospital transitions by coordinating discharge planning, communicating with hospital teams and natural supports, and ensuring timely access to follow‑up services and essential medical information.
Maintain accurate and timely clinical documentation, including progress notes, medical records, and billing submissions within the Electronic Health Record (EHR), ensuring high‑quality, seamless care for every client.
Provide leadership, guidance, and training to team members as needed, contributing to a positive, collaborative team culture where staff work together to support clients and each other.
Work as a valued member of an integrated treatment team, collaborating closely with clinicians, medical providers, peers, and community partners to ensure each individual receives coordinated, holistic, and compassionate support.

Minimum Requirements:
BH/DS CLINICIAN I MINIMUMS: Requires a four (4) year degree in a human services field (such as psychology, behavioral or mental health, special education, social work) and one (1) year of experience providing the required knowledge, skills, and abilities associated with positions such as a Mental Health Counselor, Special Education Teacher or Social Worker OR any combination of education (above the high school level) and/or experience equivalent to five (5) years in fields utilizing the required knowledge, skills and abilities. Must have, or obtain, a current and valid driver’s license.
SPECIAL REQUIREMENTS: Must be registered with the Virginia Board of counseling as a Qualified Mental Health Professional. All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:
Experience providing direct services to adults with serious mental health and/or substance use disorders.
Experience utilizing community resources in Hampton Roads-Region V serving adults with serious mental illness, substance abuse disorders.
Experience with the acquisition of entitlements to include SSA, Medicaid and SNAP.
Experience completing assessments, referrals, & treatment plans for adults with serious mental health and/or substance use disorders.
One year experience providing community rehabilitative services such as mental health skill building and/or case management.
Experience in risk assessment and determining appropriate clinical level of care for adults with mental health and /or substance use disorders.
Special Instructions:
