This full-time position will evaluate consumers' private plumbing systems for compliance with state and department regulations, advise consumers and stakeholders of requirements, assist with enforcement of regulations by performing inspections notifying customers of violations, and shutting off water service when necessary. Advise consumers, contractors, etc. about rules and regulations for backflow devices, water-metering systems and related items. Inspects existing private plumbing, backflow preventors, and low-pressure sustaining devices for booster pumps for compliance with division regulations. Use a computer to access/update backflow database, utilize the City's GIS mapping, utilize CUBS to document issues, utilize software to document work performed, manage individual e-mail, and manage individual calendar/scheduling. Hang notices at consumers' properties regarding service issues or unsafe conditions requiring correction and turn off water for non-compliance with department rules and regulations. May act as lead worker and/or crew leader and train water service personnel.
To be considered: Candidates must possess a Backflow Certification from the Operator Training Committee of Ohio.
Substitution(s): Possession of a valid State of Ohio Division of Industrial Compliance Class A or Class C Backflow License.
Two years of experience performing installation, testing, maintenance, or repair of meters or backflow devices in utility systems, water or gas distribution maintenance, or plumbing, pipefitting, irrigation system work or closely related work.
Candidates must have a valid motor vehicle operator’s license.

Performs site surveys by inspecting service line types and configurations to determine backflow needs to ensure compliance with Ohio EPA and Department of Public Utilities rules and regulations;
Inspects backflow prevention devices to ensure compliance with Ohio EPA and Department of Public Utilities rules and regulations;
Leave notices of violation with customers for non-compliance;
Coordinates with customers to arrange access for surveys;
Coordinates with contractors for backflow design consultations;
Meets with contractors to conduct post install inspections;
Operates valves to turn off customers for non-compliance with Ohio EPA and Department of Public Utilities rules and regulations;
Follows utilities’ rules and regulations to turn on service once compliance is achieved;
Review customer site documentation (plans, questionnaire responses, non-compliance reports, auxiliary water forms, etc);
Follow-up with testing contractors regarding tester status;
Inspects low-pressure sustaining devices on booster pumps for compliance with division regulations;
Maintains accurate work records and completes reports on services performed;
Operates City vehicles to perform duties;
Enters data or service order information in computerized mobile systems;
May test backflow devices, and related items;
May train water service personnel.

Two (2) years of experience performing the installation, testing, maintenance, or repair of meters or backflow devices in utility systems, water or gas distribution maintenance, or plumbing, pipefitting, irrigation system work or closely related work.
