Indiana Department of Environmental Management (IDEM):
Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy. We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.
Role Overview:
This position is essential for protecting the health and safety of Indiana citizens. The role is responsible for ensuring the reliability, security, and high availability of critical IT systems hosted in the State-managed Azure tenant, which supports the agency's environmental management functions. These systems underpin the agency's ability to monitor, report, and respond to environmental incidents, regulatory compliance, and public health risks. This role is a technical leader who enables the efficient and effective delivery of state services by:
- Designing secure, resilient, and scalable architectures within the agency’s Azure subscription
- Working with IDEM’s application engineers to deploy solutions and applications within the implemented architectures
- Ensuring high system availability and performance for mission-critical applications
- Providing mentoring and support to other IT staff, elevating the overall technical capability of the team and the agency
- Integrating and maintaining cloud-based systems with and on-premises infrastructure
- Streamlining workflows and automating deployments for rapid response and continuous improvement
- Managing ticket queues and prioritizing issues to maintain service levels
- Managing Azure DevOps board items for the effective and efficient execution of assigned work
- Enforcing defined security and compliance standards
- Providing Tier 3 support for emergent issues, which directly impact the IDEM's capacity to deliver timely and accurate information and services that safeguard public health and the environment
The selected candidate will be responsible for ensuring the agency is able to fulfill legally mandated duties and responsibilities. IDEM's mission includes compliance with state and federal environmental laws and regulations. The position's role in developing and enforcing governance, policies, and technical standards ensures that the agency's cloud-based IT systems operate within the boundaries of applicable policies and regulations.
AZ-305 certification would be preferable.
The ideal candidate would also be fluent in the Software Development Life Cycle (SDLC), Application Lifecycle Management (ALM), Git workflows, and the Agile methodology.
These activities ensure that agency staff and the public have reliable access to the information and services necessary for environmental protection and regulatory compliance.
Salary Statement:
The salary for this position traditionally starts at $79,118.00 but may be commensurate with education or work experience.
Essential Job Responsibilties:
The essential functions of this role are as follows:
Domain Architecture
- Devise or modify procedures to solve highly complex problems considering computer equipment capacity and limitations, operating time, and form of desired results to obtain maximum computer utilization.
- Confer with the user community to conduct, through research, fact-finding, and analysis to formulate and define system requirements, scope, and objectives, establish priorities, and monitor the progress of complex information systems for highly specialized technical areas.
- Document and communicate technical requirements and prepare for alignment within the enterprise infrastructure.
- Design, code, test, debug, and documents new application software programs and/or make enhancements to existing application software programs of all levels.
- Execute and monitor tasks that conform to defined standards, policies, and procedures.
Communication/Leadership
- Provide technical leadership on complex projects and act as an SME in business or functional areas.
- Confer with department management to assist in planning, organizing, and controlling activities for highly specialized technical areas.
- Prepare detailed project feasibility studies, formulates complete system scope, project cost, time estimates, and human resource and IT infrastructure requirements for new and existing computer information systems.
- Prepare detailed specifications from which application software will be written.
- Prepare and conduct system test planning for complex systems.
- Assist, direct, train, monitor and coordinate the work of less experienced application software developers and/or application systems analyst staff and assist with the development of difficult and highly complex programs.
- May function as Team and/or Project lead responsible for completion of project phase.
Technical Support
- May use case tools and/or application development software tools.
- Provide complete documentation for new or modified information systems and/or application software programs, including operational procedures and manuals.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
Preferred Experience:
A four (4) year degree in the field of computer science, or similarly relevant area of study, from an accredited undergraduate college or university. A minimum of six (6) years’ hands-on experience configuring, administering, and managing an Azure tenant or subscription. (Including configuring and managing multiple core Azure services, such as but not limited to networking, storage, databases, compute, or containers.
