Provides executive leadership for the planning, stewardship, operation, sustainability, and capital development of the College’s physical campus environment.

Responsible for aligning facilities operations, capital planning, design governance, and sustainability initiatives with the College’s long-range master plan, institutional strategy, and operational priorities. Ensures that facilities services are delivered efficiently, transparently, and in alignment with enterprise service management principles.

The Associate Vice President serves as the senior institutional authority responsible for the safe, functional, sustainable, and fiscally responsible stewardship of the College’s physical infrastructure.

This position works closely with executive leadership, external regulatory agencies, architects, engineers, and community partners to ensure that facility investments support the College's long-term mission and growth.

Strategic Facilities Leadership

· Provides executive leadership for the College’s facilities operations, capital planning, and campus infrastructure stewardship.

· Aligns facilities strategy with the College’s long-range campus master plan, institutional priorities, and enrollment growth projections.

· Serves as the senior advisor to executive leadership regarding campus infrastructure, capital investment, deferred maintenance, facilities risk management, and long-term stewardship needs.

· Provides executive oversight of campus infrastructure lifecycle planning, including deferred maintenance strategy, infrastructure renewal planning, and long-term facilities stewardship.

Capital Planning, Design and Construction Governance

· Provides executive oversight of the College’s planning, design, and construction portfolio through the Executive Director - Planning, Design and Construction.

· Ensures capital construction and renovation initiatives are executed in alignment with Cabinet priorities, long-range master planning efforts, and regulatory requirements.

· Serves as the College’s primary liaison with the Office of State Construction, Mecklenburg County agencies, architects, engineers, and other regulatory bodies on facilities and construction matters.

· Ensures that capital investments are delivered with appropriate fiscal oversight, risk management, and long-term lifecycle considerations.

Facilities Operations and Service Delivery

· Oversees the delivery of facilities operations services, including maintenance, custodial services, grounds, building systems operations, and related infrastructure support through the Director - Facilities Operations.

· Ensures facilities services operate within an Enterprise Service Management (ESM) framework with clear service standards, service-level expectations, operational metrics, and customer-focused delivery.

· Promotes operational efficiency, service transparency, accountability, and continuous improvement through modernized service management practices and supporting technology.

Energy Management and Sustainability

· Provides executive oversight of the College’s energy management, sustainability, and environmental stewardship programs.

· Promotes responsible energy use, sustainability initiatives, utility optimization, and environmental compliance across campus operations.

· Supports long-term infrastructure investments that improve building efficiency, environmental performance, resilience, and operational sustainability.

Financial Stewardship and Resource Management

· Develops and oversees facilities operating budgets, capital planning forecasts, and long-term infrastructure investment planning.

· Ensures responsible stewardship of institutional resources related to facilities operations, infrastructure renewal, and construction programs.

· Provides fiscal oversight and is accountable for facilities-related contracts, service provider agreements, and major vendor relationships.

External Partnerships and Regulatory Compliance

· Serves as the College’s primary representative to external regulatory agencies, state construction authorities, utility partners, and community stakeholders regarding facilities matters.

· Ensures compliance with applicable building codes, state construction regulations, environmental requirements, and other facilities-related regulatory obligations.

Leadership and Organizational Development

· Provides leadership, mentorship, and professional development for Facilities and Construction leaders.

· Promotes a collaborative, service-oriented, and accountable culture across the Facilities and Construction division.

· Ensures division leaders and staff operate with a strong commitment to customer service, operational excellence, and institutional stewardship.

· Performs other duties as assigned.

Bachelor’s degree from an accredited college or university in Engineering, Architecture, Construction Management, Facilities Management, or related field, and ten to twelve (10-12) years of progressively responsible leadership experience in facilities management, capital planning, construction administration, or related operational environments.

Preferred Qualifications:

Master’s degree in Engineering, Architecture, Construction Management, Facilities Management, Public Administration, or related field. Experience within higher education or public sector facilities operations. Experience managing large-scale capital construction, campus infrastructure, and deferred maintenance portfolios.

Knowledge, Skills, Abilities, and Worker Characteristics:

· Knowledge of facilities management, campus infrastructure stewardship, and capital construction principles

· Knowledge of public sector procurement, construction governance, and regulatory compliance

· Knowledge of sustainability, energy management, and infrastructure lifecycle planning

· Strong financial, budget management, and capital forecasting capabilities

· Ability to lead large operational teams and complex infrastructure portfolios

· Ability to communicate effectively with executive leadership, external agencies, and community stakeholders

· Strong negotiation and contract management skills

· Demonstrated ability to build collaborative relationships across divisions

· Strong analytical, strategic planning, and problem-solving skills

Working Conditions:

Typical office environment with periodic visits to construction and campus operational sites. Work may include infrequent exposure to outdoor environmental conditions, construction-related hazards, and travel between campuses or to meetings with external agencies and partners.
