Job Title: Associate Proposal Writer (Energy / Utilities)

Location: Houston, TX 77002

Duration: 8 months (possible extension)

Pay Rate: $36.23–$39.85/hour (W2)

Schedule: Standard business hours (Hybrid – Monday to Thursday)


Job Summary

The Proposal Writer is part of the Proposal Services team and is responsible for developing high-quality, persuasive business proposals. This role combines technical writing with strategic messaging, supporting responses to customer solicitations while collaborating with cross-functional teams. The ideal candidate will create compelling value propositions, manage proposal content, and ensure accuracy, compliance, and consistency across all submissions.


Key Responsibilities

  • Review, analyze, and summarize solicitation requirements from sales, marketing, and other channels
  • Lead cross-functional kickoff meetings to define response strategies
  • Prepare responses for RFIs, RFPs, RFQs, ITBs, and other business proposals
  • Develop presentations for prospective and existing customers
  • Collaborate with internal teams (Sales, Technical, Operations, Marketing, Legal, etc.) to gather proposal content
  • Maintain and expand the proposal content library and templates
  • Research, fact-check, and ensure alignment with publicly available company information
  • Consolidate and edit content from multiple contributors into cohesive proposals
  • Proofread and perform quality checks to ensure error-free deliverables
  • Create graphics, diagrams, and visual elements aligned with brand guidelines
  • Ensure compliance with all solicitation requirements and submission deadlines
  • Manage multiple proposal requests, timelines, and priorities
  • Translate technical and commercial inputs into clear, persuasive messaging
  • Handle administrative tasks such as portal submissions, approvals, and documentation
  • Continuously improve proposal templates and processes based on feedback and best practices
  • Align proposal processes with industry standards (APMP)
  • Obtain or maintain APMP Foundation Certification (if not already certified)


Required Qualifications

  • Bachelor’s degree in English, Journalism, Communications, or related field
  • Minimum 4+ years of professional writing experience
  • Strong written and verbal communication skills
  • Proven project management skills and ability to meet tight deadlines
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, SharePoint)
  • Experience using AI writing tools (e.g., ChatGPT, Copilot) with strong editing judgment


Preferred Qualifications

  • Experience responding to government (federal/state) solicitations
  • Knowledge of North American gas and power markets
  • Familiarity with proposal tools like Responsive, Loopio, or Qvidian
  • APMP Foundation Certification
