MajorDuties

  • The Office of General Counsel (OGC) provides advice on legal matters to OMB management and staff and to leadership from agencies across the federal government, to include counsel to agencies on the vast array of issues that arise in carrying out the President's legislative, regulatory, and management objectives as well as OMB's own internal compliance with laws, regulations, and guidance. The Associate General Counsel will report to the General Counsel through the Deputy General Counsel. The Associate General Counsel will oversee the Management and Information Branch, which is responsible for providing legal advice and counsel to management offices within OMB, including the Office of Federal Financial Management, the Office of Federal Procurement Policy, the Made in America Office, the Office of Performance and Personnel Management, and the Management and Operations Division (including employment law matters). This position will also oversee OMB's Freedom of Information Act, records, Privacy Act, litigation, and oversight work. As a Associate General Counsel for Management and Information, your typical work assignments will include the following: Managing a team of attorneys and professional staff to coordinate the smooth flow of legal opinions and recommendations on matters of legislation, regulations, and litigation; promoting consistency in statutory and regulatory implementation; and maintaining effective internal review processes. Providing executive-level counsel to the General Counsel and Deputy General Counsel and OMB leadership in assigned subject areas to translate complex legal issues into clear and actionable guidance to implement Administration priorities and reforms. Ensuring that OGC's positions are legally sound and strategically aligned with organization and Administration priorities.

Education

Applicants must possess a Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association. Applicants' resumes must reflect the name of the institution from which the J.D. was conferred/awarded and include the month and year in which the degree was obtained. -AND- Licensure: Applicants must currently be admitted to, eligible to practice in, and an active member in good standing of the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. The selected individual's application will be forwarded to the OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible).
