The Associate Director, Senior Project Manager/Planner, independently provides project management and planning services for all university projects in collaboration with the Director of Planning & Construction. In the case of absence or as assigned by the Director of Planning and Construction, the Associate Director readily and effectively assumes director’s duties and responsibilities. The Associate Director manages and provides leadership for construction projects from design through construction including budget development and payment tracking and approval. The Associate Director will work closely with the Director of Planning and Construction and the Director of Maintenance and Facilities Operations to coordinate and provide guidance on in house projects. The Associate Director Reviews construction drawings for accuracy and adherence to industry and university construction standards, Develops and enforces quality guidelines for exterior and interior architectural treatments, electrical and HVAC projects, including campus infrastructure projects. Oversees project development and execution to ensure that overall institutional identity and design standards are maintained across all projects. The Associate Director is an integral part of the organizational structure established to effectively accomplish the university’s goals and objectives related to facilities planning and construction. The Associate Director, Trains, supervises, and evaluates staff as needed. Assists with the development and management of annual budgets for the organization including providing cost estimates for current and future projects. Provides input for the continual maintenance of the Capital Budget and project process.
The Associate Director and Senior Project Manager/Planner, as part of the Planning and Construction Group, is responsible for professional review and direction for architectural, electrical and HVAC building elements on the campus facility, ensuring the minimum design and construction standards are being met across all projects. Develops and provides professional input into the establishment, execution, and administration of the University’s Long-range Facilities Master Plan, infrastructure and other planning documents and takes a leading rode in administration of space planning. Recommends and participates in the development of university policies and procedures governing campus design. Ensures sustainable practices and a life-cycle approach to the design of facilities and other campus environmental elements. Performs miscellaneous job-related duties as assigned such as participate in the Campus space management and planning effort.
To maintain safety and security of community and university constituencies and to reduce project related liability, the Associate Director, Senior Project Manager/Planner position will ensure that all projects are planned, contracted, and completed in accordance with System, State and Municipal regulations. The Associate Director provides strategic advice on project planning, development, and resource allocation to promote and accommodate the needs of the University, ensuring compliance and conformity with university policies, federal, state, PASSHE, and local ordinances, building codes, inspection requirements, and economic development strategies. The position will ensure university maintenance of full construction authority through PASSHE, given existing and future project workload. Furthermore, the Associate Director assists the Director of Planning and Construction in guaranteeing that all construction activity is carried out in a manner that is consistent with environmental regulations and in accordance with the state procurement code.
