Learn more about DES.The Buildings & Grounds Division (B&G) is responsible for the Capitol Campus and Department of Enterprise Services (DES) managed building operations, stewardship, and historic preservation. B&G provides service to over 42 agencies, maintains, operates and preserves the 486-acre state Capitol Campus in Olympia, including more than 28 buildings, 18 public monuments, over 6,000 parking stalls, four state parks and a 260-acre lake. B&G executes these responsibilities through the following service programs: Facilities Operations, Grounds Operations, Leadership and Admin, Maintenance & Repairs, Support Services (Custodial).
About the Opportunity:As an Assistant Superintendent, you will play a pivotal role in the daily operational management and stewardship of the historic State Capitol Campus and surrounding properties. Working in close partnership with the Maintenance & Repair (M&R) Superintendent, you will oversee a diverse team of more than 37 FTEs across critical programs, including grounds maintenance, powerhouse services, and the management of the Capitol Lake Dam and utility infrastructure. Your leadership will ensure the seamless upkeep of 3.2 million square feet of office and public space, spanning 28 buildings and nearly 500 acres of parks and grounds. Beyond daily oversight, you will act as a key liaison across divisions, managing complex projects and providing strategic recommendations for a biennial operating budget exceeding $13 million to preserve these essential public assets.
Some of What You’ll Enjoy Doing Includes:- Supervise and manage 37 FTEs across maintenance support, powerhouse, grounds, and project management operations.
- Provide daily oversight of frontline supervisors and trades teams to ensure accountability and standard work.
- Facilitate staff development through coaching, annual evaluations, and implementing corrective or disciplinary actions.
- Manage the maintenance and repair of campus elevators, escalators, and the Capitol Lake Dam infrastructure.
- Coordinate Capitol Lake water levels and lead flood response efforts with state and local stakeholders.
- Ensure timely completion of preventative, corrective, and reimbursable maintenance in accordance with industry best practices.
- Analyze system maintenance data and operational metrics to recommend process improvements and 10-year planning strategies.
- Support biennial budget development, allotment reviews, and tracking of maintenance costs and asset utilization.
- Collaborate with property managers and planning teams to streamline work scheduling and inter-divisional engagement.
- Develop and maintain standard operating procedures and quality assurance programs for all assigned business lines.
- Oversee data collection for environmental reporting and lead public works request reviews for the division.
- Other duties as needed.
Required Qualifications:- Four (4) years of professional experience with progressively increasing responsibilities in facility management and/or maintenance of a physical plant in a medium to large industrial, commercial, or public establishment in one (1) or more of the trades fields.
- Associate degree in facilities management, business administration, asset administration, management, or related facilities field. NOTE: Relevant experience may substitute for this degree requirement, year for year.
- Extensive experience in facility management and multi-trade project execution, utilizing advanced project management theories, data-driven planning, and analytical modeling.
- Proven leadership in supervising and training diverse teams, with a focus on improving productivity, setting goals, and reporting performance metrics.
- Skilled in developing and implementing policies and programs through effective coordination with committees and stakeholders.
- Exceptional interpersonal and communication skills, with a demonstrated ability to present complex data, write technical reports, and speak persuasively.
- Proficiency in Microsoft Office and various project coordination methodologies to streamline forecasting and implementation.

Preferred Qualifications:- Experience using a Computerized Maintenance Management System (CMMS), preferably Mainsaver.
- Experience with State operations to include State government structure, State policies, and the legislative process.
- Experience managing union represented employees and familiarity with bargaining agreements and civil service rules.
- Experience working in facility management on a campus similar to the Capitol Campus.
- Experience coaching staff to higher levels of performance in both quantity and quality of work.
- Tactical operational planning experience.
- Strategic planning experience.
