Assistant Director of Licensing

This is administrative work which involves the direction and coordination of the licensing program in the respective district. This work is conducted according to the goals and objectives of the agency/department head and the Director of the unit.

The Assistant Director assists the Director with the administration of the territory's licensing program. He/she is expected to exercise a considerable degree of independence in the performance of duties. Work carries a high degree of responsibility and accountability and must be performed with accuracy and precision.

Communicates with clients to resolve issues and ensure efficient, positive and lawful expeditions handling of licensing activities.

Supervises and directs the affairs of the licensing Division.

Assigns monitors and reviews the work of the Licensing Officers and Collection Clerks.

Sets priorities and programs in order to accomplish department goals and objectives.

Assists the Director in administering the territory's licensing programs which is responsible for implementing and establishing licensing policies.

Approves the necessary documentations and forms used for the efficient and lawful execution of all licensing activities.

Recommends new licensing categories as required.

Confers with external agencies and authorities when required to ensure the efficient coordination of the approval process.

Assists the Director with preparing and submitting required information for inclusion into the annual budget.

Manages divisional performance against agreed targets and budgets with relations to policies and standards.

Prepares monthly reports and other reports when required by the Director.

Prepares responses to legislative inquiries and freedom of information act request.

Monitors measures and reports on the movement of local and foreign alcohol products into and out of the islands in accordance with departmental policies and procedures and in compliance with relevant local and federal laws and procedures.

Performs other related duties as required

B.A. Degree in Business Administration, Public Administration, Social Services, Education or any closely related field of study, supplemented with three (3) years work experience, one (1) of which must be supervisory.

OR

High School Diploma or its equivalent supplemented by at least seven (7) years of responsible experience involving administrative work, computer operations or duties involving review of documents or certification of document for eligibility to programs, two (2) of which must be supervisory.

FACTORS 1 - KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of applicable law, rules and regulations pertaining to the issuance of business licenses in the Virgin Islands.
Knowledge of the basic mathematics.
Knowledge of computer applications.
Ability to interpret and explain laws, rules and regulations, procedures and policies with regards to the licensing process.
Ability to establish and maintain an effective working relationship with the public and all persons during the course of work.
Ability to speak and write clearly and concisely.
Ability to give presentations before civic groups or other organizations.
Ability to prepare reports and statistical information for presentations.

FACTOR 2 - SUPERVISORY CONTROLS
The employee in this position works under the supervision of a higher level officer, who distributes assignments and furnishes instruction on changes in policies and procedures. The incumbent is expected to perform with some degree of independence and should be able to use his/her initiative in getting work completed.


FACTOR 3 - GUIDELINES

Guidelines used are general standards as they relate to licensing and consumer program, and laws and regulations relative the USVI.

FACTOR 4 - COMPLEXITY

Work carries a high degree of responsibility and accountability, and must be performed with accuracy, precision and attention to details. It is performed with a great degree of knowledge as it relates to consumer licensing program relative to the US VI. Some of the duties and responsibilities may generally be repetitive, which at times requires typing, keeping records, monitoring records, maintaining files, assisting the general public, investigating and resolving complaints, reviewing documents for compliance and preparing monthly reports on all the above. The employee is responsible to perform supervision over the program as well as employees. An incumbent must exercise a considerable degree of independence in carrying out the work.

FACTOR 5 - SCOPE AND EFFECT

The purpose of the work is to provide the general public with the assistance they may require, in the absence of the Director, relative to licensing. An incumbent supervises the monitoring and reviewing of documents for licensing and license renewal documents for accuracy.

Contacts are made with co-workers, the general public and various public and private organizations.

FACTOR 7 - PURPOSE OF CONTACTS

Contacts are made to gather information, exchange information, and to ensure the effective operation of the licensing programs.

FACTOR 8 - PHYSICAL DEMANDS

Work is primarily sedentary; however, some physical exertion may be required when searching for old records.

FACTOR 9 - WORK ENVIRONMENT

Work is performed in an office setting.
