Responsible for completing appraisal assignments for most types of residential properties and for valuation of other property types with direct technical support.
- Appraise most types of residential property with minimal supervision.
- Appraise and assist in appraising commercial, industrial and other complex properties with technical support and supervision.
- Evaluate and apply appropriate appraisal approach(s) to property appraisals with technical support and supervision.
- Participate in establishing values for all property interest, including land, buildings, tidelands, leaseholds, mineral interests and mining claims.
- Assist with ratio reviews and analysis in determining assessment levels.
- Participate in developing cost factor and depreciation allowances.
- Appear as an expert witness before the Board of Equalization.
- Complete value reviews and consult with property owners on appraisal matters, as assigned.
- Develop knowledge in use of CAMA system and developments in appraisal industry.
- Represent borough in contact with property owners, professionals and the general public.
- Work closely with Appraiser II and Director in completing duties and assignments.
- Assist in data analysis using query writing tools and modeling in MS Excel.
- Applicant will also be expected to obtain a Level 1 Alaska Certified Assessor/Appraiser designation from the Alaska Association of Assessing Officers within two years of hire.
ADDITIONAL JOB DUTIES:
- Provide instruction to other employees of this or a similar job classification in all aspects of procedure and technique relating to duties required by this job description unless such instruction requires a specialized certification which the employee doing the training does not have.
- Perform related other duties, as directed by the Director of Assessment.
- Attend Board of Equalization meetings as directed by the Director of Assessment.
- Basic knowledge of laws, regulations and policies pertaining to mass appraisal, assessment, and property valuation.
- Familiarity with principles and practices applied in appraisal required. Familiarity with the area of building construction methods and materials.
- Ability to coordinate activities, compile data, and process forms and information. Interpersonal skills, pleasant telephone manner, the ability to resolve problems, and a strong sense of teamwork.
- Familiarity with modern office and record keeping principals, procedures, practices and equipment.
- Ability to develop and maintain courteous and productive relationship with public, supervisor and co-workers.
- Ability to read and interpret building plans and property descriptions.
- Ability to follow and develop effective property appraisal methods and procedures.
- Ability to work with and educate the general public in appraisal and assessment principles and techniques.
- Willingness to perform a variety of job-related duties as situations arise, a strong sense of teamwork, and ability to work cooperatively with others required.
- Computer knowledge and experience mandatory. Familiarity with MS Excel and basic data analysis and modeling skills.
PHYSICAL ACTIVITIES INCLUDE:
- Must be able to hear.
- Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
- Ability to use hands to finger, handle, or operate objects, tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch; and taste or smell.
- Each of the listed activities also requires standing, sitting, walking, bending, stooping, climbing on stools and ladders, and routinely lift and carry items and boxes up to forty (40) pounds.
- Climbing stairs and inclines; negotiating difficult terrain. Driving automobiles. Long hours sitting at desk and/or in front of computer.
- Appraising by boat and float plane; may include boat operation.
EDUCATION AND EXPERIENCE:
- Must have a high school diploma or equivalent, Associated degree in Business or related field is preferred.
- Minimum two years of experience in the Real Estate field, Administrative Assistant, Accounting Technician, or equivalent elsewhere is preferred.
LICENSES:
- State of Alaska Driver's License with an acceptable driving record.
