Under direct supervision, performs entry or routine creation, design, testing and debugging of computer programs or maintains and updates an ongoing program.
ESSENTIAL FUNCTIONS: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, physical requirements, knowledge, skills, abilities, and other characteristics. Creates computer programs for use by county employees; meets with end user to determine specifications/objectives; develops plan to meet objectives including form design, structure charts, pseudocode or flow charts; codes and keys in program; debugs and corrects errors; runs program to ensure accuracy and that it meets needs of end user; documents work done and created audit trail; performs help desk support services; assists in training end users of programs or systems; performs other related duties as assigned.
Knowledge of federal, state and county laws, rules, regulations, practices and procedures related to telecommunications and computer programming.
Knowledge of ASP.Net, Visual Basic .Net and/or Visual C# .Net, JavaScript.
Knowledge of MS SQL Server Databases and other ODBC compliant databases
Knowledge of technical, hardware and software program, development methods and practices.
Knowledge of programming and design methods, practices and procedures.
Knowledge of customer service/public relations practices.
Skill analyzing customer/client needs.
Skill creating, designing, programming, implementing, and troubleshooting systems.
Skill providing technical support and training to staff and end users.
Skill utilizing verbal and written communication to develop and present reports, training and presentations related to systems needs or innovations.
Skill utilizing customer service/public relations techniques when responding to inquiries and complaints.
Skill establishing and maintaining effective working relationships.
Skill effectively communicating in both oral and written form.
An Associate’s Degree in computer science or a related field is required. A valid driver’s license is required.
OR
The equivalent of a high school diploma and two (2) years of direct work experience in computer science or a related field. A valid driver’s license is required.
ADDITIONAL REQUIREMENTS:
May require working evenings, weekends, and being on call.
Prior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or an Emergency Vehicle Operations Course (EVOC) provided at the department level.
PREFERRED QUALIFICATIONS:
One (1) year of computer programming experience is preferred but not required.
Experience using JavaScript, MS SQL server, VBScript, Linux, Blazor and DevOps is preferred but not required.
Skill creating, designing, programming, implementing, and maintaining systems is preferred but not required.
Experience or education in any accounting function is preferred but not required.
Experience using Visual Studio .Net, ASP.Net, Visual Basic and/or Visual C# is preferred but not required.
PHYSICAL REQUIREMENTS:
Work requires a minimum of physical effort with intermittent sitting, standing, walking and occasional driving. Work requires attention to detail and extensive computer keyboarding.
