  • Serves as the Liaison for large work activities related to the integration and operation of telecommunication services provided by the FAA Telecommunications Infrastructure (FTI) and FAA Enterprise Network Services (FENS). Performs work requiring agency-wide leadership for highly complex and challenging technical activities associated with analyzing, designing, modifying, developing, installing, repairing, fabricating, maintaining, or evaluating the most complex systems for which the FAA is responsible. Applies experience and expert technical knowledge to monitor and evaluate trend data on a nationwide basis and to develop workable solutions for sustaining the National Airspace System (NAS). Uses innovative concepts and approaches to address unanticipated situations adversely affecting operationally critical systems of the National Airspace System (NAS). Is considered a technical expert within the FAA for assigned systems or specialty area and their technical decisions are considered authoritative in area of expertise. The position performs the following work task/assignments: • Identities and resolves highly complex issues concerning telecommunications services which may cross organizational boundaries and impact strategic objectives. • Collaborates with National Defense Program team as needed with performance and restoration of NDP Services. • Assists the Telecommunications District Teams regarding service improvements plans for vendor leased services that do not meet service level agreements. • Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules. • Draws on experience to resolve unusual problems and may create new solutions and policy interpretations as the situation requires. Provides policy guidance and instruction to others, both internally and externally. • Authority to commit the necessary resources to accomplish the agency's mission. Establishes and manages program goals and objectives; formulates project plans and presents them to upper management. • Collaborates with customers at high organization levels both inside and outside the FAA to resolve complex issues to ensure the integrity of NAS. • As needed, acts as mediator between multiple air traffic entities to prioritize the shut down and restoration of facilities, systems, and services to prevent activities from disrupting air traffic operations. Maintains the highest degree of technical knowledge on integrated systems within a broad area of expertise. • Keeps abreast of changes in technology and the new systems coming on-line. Provides recommendations to senior level managers for enhancement of systems and air traffic operations. May represent the FAA as a senior technical point of contact. Develops briefing papers for FAA senior-level executives and external organizations on significant interruptions or events. Presents briefings to obtain consensus/approval on policies. Coordinates significant technical matters with representatives of external organizations. This position requires a Secret level security clearance and is a testing designated position.
