The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
The incumbent in this position is responsible for ensure the agency is compliant with all state rules and regulations with reference to Fleet Management, Office of Technology Services (OTS) moveable property, facility management, OTS record retention, and Loss Prevention to ensure OTS is compliant with the Office of Risk Management (ORM). This position requires knowledge of the existing DOA OTS environments.
The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
Overseeing the state’s capital construction program
Working to provide state and federal grants for community development
Development of the state budget
Providing technology services
Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
A PREFERRED CANDIDATE SHOULD POSSESS THE FOLLOWING COMPETENCIES:
Accepting Direction: The ability to be open and willing to follow guidance or instructions.
Following Policies and Procedures: The ability to follow, reinforce, adapt, or develop policies and procedures to maintain compliance with federal and state legal requirements, State Civil Service rules, and organizational policies.
Making Accurate Judgments: The ability to assess options, weigh risks, and make sound decisions using available information and logical reasoning.
Three years of experience in administrative services; OR
Six years of full-time work experience in any field; OR
A bachelor's degree.
EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.The official job specifications for this role, as defined by the State Civil Service, can be found here.Job Duties: As an Administrative Program Specialist A, you will play a key role in supporting program operations by coordinating administrative processes, analyzing program data, and ensuring compliance with established policies and procedures. In this role, you will: OTS Fleet Coordinator
Develop and implement policies for OTS fleet vehicle operations in collaboration with executive staff
Maintain driver authorization records, verify Defensive Driving Training compliance, and approve employees for state vehicle use
Review and reconcile DAMV-3 mileage logs with fuel, repair, and maintenance records; approve fuel bills for payment
Oversee fleet safety and maintenance by conducting inspections, approving repairs, and monitoring vehicle upkeep
Develop and implement OTS property management policies in coordination with executive staff
Oversee annual statewide inventory and ensure compliance with property tracking requirements, including disposition of unlocated assets
Ensure timely tagging and inventory entry of all property, and maintain accurate location codes across systems
Manage surplus property processes, including transfer requests, coordination with LPAA, and reporting to the OTS Budget Office
Collaborate with departments to track, maintain, repair, or replace assets and manage equipment usage procedures (e.g., laptop sign-in/out)
OTS Records Retention Management
Coordinate with all OTS departments to maintain approved record retention schedules with the Secretary of State
Process records destruction requests, prepare required documentation, and submit for approval
Issue destruction authorizations and ensure proper handling and shredding of approved records
Manage microfilming requests, including scheduling, coordinating pickups, and distributing completed records
Reconcile and approve billing for microfilming services and ensure accurate processing for payment
OTS Safety and Loss Prevention Officer
Review and update the OTS Safety and Loss Prevention Manual to ensure compliance and effectiveness
Conduct quarterly safety inspections and address or report unsafe conditions to protect employees, the public, and facilities
Coordinate and document fire drills, and perform facility walkthroughs during alarms to ensure full evacuation and safety
Complete required ORM self-audits and submit quarterly exposure reports in a timely manner
Investigate accidents to determine root causes, document findings, and collaborate with department directors to enforce safety policies
Position-Specific Details: Appointment Type:This vacancy may be filled by ajob appointment, which is temporary in nature not to exceed 48 months. If filled as a job appointment, the position may be converted to a probational appointment provided a vacant position becomes available and funding is available.
