Coordinates general administrative, business management and/or support activities for the Capital Improvements Office to include, but not limited to, the design, development, and preparation of Excel spreadsheets and databases for facility inventory purposes, prepares purchase orders, runs SCEIS time reports, facility assessments, capital project establishments, contract access and audit, prepares state engineer forms, and disperses bid documents.

Monitors on a monthly basis, the annual budgets associated with Capital Improvements and reports the status of the budget to the Capital Improvements Manager. Monitors individual project budgets on a monthly basis and reports findings to the assigned Project Manager and Capital Improvements Manager. Prepares budget transfers, when necessary, to ensure proper accounting codes are applied.

Logs, research, tracks and records consultant and contractor payment applications to create an auditable record of all payments made by the Capital Improvements Office.

Audits Indefinite Delivery Consulting and Construction Contracts quarterly. Reviews the quarterly audit with the Capital Improvements Manager and submits a quarterly IDC report to the Office of the State Engineer and DOT Procurement Officer.

Monitors and maintains office supplies and prepares requisitions for new supplies/equipment, coordinates personnel activities for the Capital Improvements Office.

Composes and acquires related documentation to complete various forms and correspondence such as Travel Expense Claims, Travel Requests, Form 608 for payments, and Form 3025 for Departmental Transfers. Assigns appropriate charge codes and checks calculations in order to transmit payment.

Reviews the SCIRF annual report and reconciles against the SCDOT Facility Database. Performs other related duties as assigned.


A high school diploma and one and one-half (1.5) years of relevant experience in business management, public administration, or administrative services; or an approved acceptable equivalence. A motor vehicle operator's license is required.

The physical demands for the essential functions includes sitting or standing at a desk for an extended periods and working on a computer. May be required to lift up to 30 lbs.
